Team Leader, Evaluation – Team Leader – MCC M&E BPA Lesotho

Position Description:

SI is seeking a consultant to serve as the Team Leader for this evaluation. The Team Leader leads and oversees all aspects of the evaluation, and supervises the evaluation team members.

Responsibilities:

  • Lead the development of deliverables at all phases of the evaluation, including the inception report, data collection plan and final report.
  • Lead the design and implementation of the evaluation, ensuring that the design reflects best practices in the design of energy regulatory related projects.
  • Lead the study team in data collection and analysis and lead the development of data collection instruments.
  • Ensure quality control and timeliness of all deliverables being submitted to MCC.
  • Lead client and stakeholder communication, presentations, and interfacing with program implementers.
  • Lead in-country capacity building on evaluation best practices in institutional reform and organizational change

Qualifications:

  • Minimum of a Master’s degree, or equivalent, in agriculture, public health, economics, political science, international development, public administration, or a related field.
  • Experience with health evaluations (ideally health systems/data mgmt/reform)
  • Over 12 years of progressively responsible professional experience in evaluating humanitarian and/or development programs.
  • Experience conducting evaluations with USG programs.
  • At least five previous evaluation assignments as a Team Leader, ideally evaluations using mixed methods including quasi-experimental designs and participatory techniques.
  • Strong skills in quantitative and qualitative data analysis and collection.
  • Excellent knowledge of STATA or other similar statistical analysis software.
  • Proven strong leadership and team-work skills and ability to deliver results within specified and often changing timeframes.
  • Have strong analytical and communication skills, evaluation experience with a track record of written work on similar assignments, and familiarity with sub-sahara Africa and/or similar contexts.
