Through the TSP Program, Baylor-Swaziland and Baylor-Malawi are partners in continuing the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) program in Swaziland.  The new project, Swaziland Supply Chain and Pharmaceutical Assistance for Sustainable Systems (SC+PASS) seeks to improve the delivery and consistent use of HIV, TB and other reproductive health commodities and essential pharmaceutical services to achieve desired HIV, TB and reproductive health outcomes.

Baylor-Swaziland seeks to appoint a Technical Advisor-Rationale Medicines Use, to be based in Swaziland.

Report to: Pharmaceutical Senior Technical Advisor

The purpose of the Technical Advisor-Rationale Medicines Use (RMU) is planning, implementation and evaluation of all SC+PASS Rationale Medicines Use activities related to improving quality, safety, effectiveness, and rational use of medicines in Swaziland.

Responsibilities:

  • Represents SC+PASS at national HIV and TB technical working groups specifically on issues related to medicines regulation, pharmacovigilance, ADSM and RMU
  • Resource to USAID and PEPFAR implementing partners on medicines regulation, pharmacovigilance, ADSM and RMU including medicines selection
  • Provide technical assistance to the ODDPS in areas of the Medicines Regulatory Authority (MRA) start-up, medicines regulation, pharmacovigilance, ADSM and RMU as appropriate
  • Guide MOH in the effective processes of implementation of RMU activities

Rational Medicines Use

  • Support the management of the RMU process in the design and implementation of technical approaches, tools and advocacy materials/events related to the promotion of medicine quality, safety and rational use
  • Support the implementation of a RMU strategy and direction
  • Lead the process for rationalisation and standardisation of formulations and dosage forms for effective patient care in Swaziland
  • Provide technical support to implementing partners on appropriate measures to ensure RMU across programs for HIV, TB, malaria and reproductive health

Active Drug Surveillance Monitoring (ADSM)

  • Support the enhancement of the national ADSM framework for new medicines for HIV and TB in Swaziland
  • Conduct capacity building of MoH and key partners in implementation of ADSM activities in Swaziland
  • Support the design and implementation of technical approaches, tools, workshops and advocacy events related to the promotion of ADSM

STGs, Essential Medicines List (EMU) and Essential Laboratory List

  • Lead the process of updating and publishing the Swaziland Standard Treatment Guidelines (STGs) with accompanying EML and Essential Laboratory Products List (ELL) from time to time
  • Develop and oversee implementation of appropriate measures and approaches to ensure effective adoption and roll-out of the STGs, EML and ELL)

Other

  • Participate in the development of regular quarterly and semi-annual reports on work plan activities for the SC+PASS, PEPFAR/USAID Swaziland and any other reporting requirement for the SC+PASS project as needed
  • Monitor and document progress of activities towards achieving results of supply chain activities of the approved SC+PASS work-plan, by taking baseline and periodic measurements of indicators
  • Participate in development of bi-annual Patient Safety Newsletter and related documents
  • Undertake other relevant activities as requested

Requirements:

  • Bachelor’s degree in pharmacy, medicine or related field required, with background in public health and RMU preferred
  • Minimum of five years’ experience in Rationale Medicines Use and Pharmacovigilance monitoring and reporting with advanced knowledge of PV/RMU monitoring and reporting tools and protocols
  • Certificate in Pharmacovigilance and/or Rational Medicines Use would be an added advantage
  • Significant experience in providing technical assistance to promote National and Regional capacity in RMU and pharmaceutical management
  • Knowledge of local and applicable international RMU regulations will be an advantage
  • Experience providing training/setting up training programs and workshops preferred
  • Creativity and ability to apply innovative thinking and problem solving; with flexibility to adapt to changing priorities and deadlines
  • Demonstrated writing and computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
  • Knowledge of appropriate methods for data analysis and reporting
  • Fluency in spoken and written English
  • Knowledge of SiSwati preferable
  • Experience working with USAID-funded programs desirable
  • Willingness and ability to travel within Swaziland as needed
  • Strong communication and interpersonal skills, and ability to work as part of a team
