Technical Deputy Chief of Party, Mozambique Renda Verda Activity

ACDI/VOCA is seeking a Technical Deputy Chief of Party for the upcoming Renda Verde Activity in Mozambique funded by USAID. The anticipated program will boost communities by leveraging the benefits of living in nature across key biodiversity conservation areas – and benefit local people through sharing nature-based revenue. In addition to ongoing enforcement to dissuade and punish destruction of natural resources and habitats, this Activity will focus on the tangible incentives of living with nature, seeking to catalyze the market and community benefits of human coexistence with wildlife in harmony across conservation areas, buffer zones and key biodiversity corridors.

The Technical Deputy Chief of Party will provide strategic technical direction and implementation oversight. They will assist the COP in all aspects of project management and maintain relationships with local government and USAID. The program is anticipated to start in 2025 and this position will be based in Mozambique.

Responsibilities

  • Support the COP in the overall technical management of the program by providing technical guidance for terrestrial and coastal biodiversity efforts with local community and gender considerations.
  • Serve as principal point of contact for procedural and substantive matters in the absence of the Chief of Party
  • Support the development of strategic plans, annual and quarterly work plans, and other deliverables in line with USAID guidelines to achieve objectives
  • Ensure that synergies among Activity elements and grantees are capitalized upon. Provide significant design and oversight of scopes of work, partnerships agreements, and other inputs to facilitate support to USAID missions.
  • Prepare and/or assist in the preparation of reports and documents to USAID, national governments, ACDI/VOCA headquarters, and other partner organizations
  • Support the MEL/CLA lead to develop M&E mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation
  • Work closely with subcontractors, private sector associations, and local service providers to provide technical and organizational assistance to communities living in key biodiversity conservation area
  • In coordination with the COP, manage and track activity implementation progress by personnel, consultants, and subcontractors, ensure it adheres to the approved workplan and deliverable schedule, and troubleshoot deviations
  • Represent ACDI/VOCA with partners and key stakeholders, maintaining positive relationships with USAID, local authorities, and as necessary, country office teams
  • Provide input into the performance monitoring plan to measure success and validate causal model assumptions

Qualifications

  • Bachelor’s degree in biodiversity and conservation, environmental science, natural resource management, international development, business administration, or relevant field is required; master’s degree is desired.
  • Minimum 10 years of progressively responsible experience in managing and implementing development projects.
  • Demonstrated knowledge and experience with USAID rules and regulations.
  • Demonstrated ability to manage a diverse team of professionals and coordinate with project partners, local communities, and other stakeholders.
  • Demonstrated experience working with private sector on biodiversity, conservation, and/or resilience development and CLA approaches.
  • Proven experience in project management, including planning, budgeting, and resource allocation.
  • Experience effectively utilizing funds to implement similar projects in size and scope and achieve project objectives.
  • Experience working in Mozambique preferred.
  • Fluency in English and Portuguese is required.
