Overview:
The Technical Director will closely supervise the program implementation team on HIV prevention activities – namely Voluntary Medical Male Circumcision (VMMC) and oral Pre-Exposure Prophylaxis (PrEP) – to ensure that resources are applied appropriately (e.g. human, financial and material). Responsibilities include supervising technical staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, and representing Jhpiego to donors and partners. The Technical Director will be responsible for providing strategic guidance and assistance in comprehensive HIV prevention services for program staff and other stakeholders; representing the project in technical working groups; and overseeing the development of HIV quality improvement systems. The Technical Director is responsible for ensuring the technical integrity of a comprehensive HIV program. S/he will provide technical leadership in development of annual workplans and budgets to ensure program design is line with program and Ministry of Health (MOH) strategies and international best practices. S/he will also work closely with program and technical staff to ensure excellence in technical implementation at targeted sites and communities. In addition, the Technical Director will lead cross-cutting approaches, such as quality assurance and improvement, linkages and referrals among services, and conduct operations research, as well as supervise other technical specialists and report to the Country Director and has the following responsibilities:
Responsibilities:
- Provide programmatic leadership for, and oversee the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
- Provide technical leadership and oversight for the implementation of Jhpiego’s comprehensive HIV program, particularly in relationship to strengthening clinical services and linkages between clinical and community services
- Coordinate the work of all team members with their designated counterparts within donor agency, the Lesotho MOH, as well as private sector partners and other key stakeholders in Lesotho such as NGOs and CSOs, to ensure effective technical assistance and the smooth implementation of activities
- Advise Lesotho counterparts on technical issues and participate in relevant advisory and/or technical working groups with counterparts and partner institutions in development, adaptation and operationalization of national guidelines and policies
- Provide leadership in the design of interventions to include HIV prevention (VMMC, PrEP), treatment, care, and support, ensuring that interventions are technically sound, evidence-based, and are sustainable
- Provide technical leadership in introduction of new innovations particularly for oral PrEP, decentralization of care to the community and strengthened linkages to care and treatment
- Represent Jhpiego and program in public and professional circles through meetings, conferences, and presentations
- Coordinate and monitor human, financial and material resources of the program to ensure successful implementation
- Lead the annual work planning process in close collaboration with the donor, Lesotho MOH, program team, and other relevant stakeholders
- Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Monitoring and Evaluation Team.
- Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
- Work with finance and project staff to develop and track project budgets
- Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
- Ensure technical compliance with USG rules and regulation
- Support and strengthen the capacity of the Lesotho MOH to deliver quality clinical HIV prevention, treatment, care and support services, including VMMC, oral PrEP, integrated TB, services for key populations and AYSRH.
- Support clinical training and supportive supervision of staff and MOH counterparts
- Participate in design, adaptation, finalization and revision of national training packages and corresponding technical updates
- Support the MOH to ensure quality of facility-based HIV services through site assessments, training/mentoring of service providers, and ongoing QA support
- Support the MOH to ensure quality of community-based HIV and TB services
- Ensure quality program implementation, including ensuring all program components are functioning (appropriate guidelines, supplies and materials, training programs, staff and consultants, etc.)
- Support and guide monitoring, evaluation and research activities related to all activities
- Write donor reports, work plans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information
Required Qualifications:
- Clinician (i.e. Nurse, Doctor) required; MPH or advanced degree preferred.
- Extensive programming and technical expertise in HIV programs in the East and Southern Africa region
- Proven experience in implementing HIV combination prevention programs, key populations or adolescents and young women.
- At least 10 years’ experience managing HIV prevention or care and treatment programs at a regional or national level, including planning, designing, budgeting, supervising, evaluating and documenting results.
- Excellent interpersonal and supervisory skills, inspiring teamwork and motivating staff and partners to achieve results.
- Demonstrated strong technical and programmatic knowledge and experience in the following areas HIV counseling and testing, combination prevention, treatment, care, support, integration of TB/HIV, and working with high-risk populations.
- In-depth knowledge of USG programs, regulations, compliance and reporting
- Expertise in research to practice—identifying best practices and adapting them to project realities
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Fluent in written and spoken English
- Excellent facilitation, oral and written communications skills
- Lesotho nationals strongly encouraged to apply
- Computer skills (word processing, PowerPoint); statistical package knowledge desirable.
- Ability and willingness to travel around Lesotho up to 30% of time.
