The Opportunity

Abt Global (Abt) seeks a Sr. Technical Director for the anticipated USAID-funded Morocco Climate Change Flagship Activity. The activity aims to support the government of Morocco in its efforts to mitigate the impact of climate change in Morocco, promote climate change adaptation best practices, and strengthen the resilience of vulnerable communities to climate change through

 education, economic growth, and governance programming.

As the Sr. Technical Director, you will be responsible for leading and managing in close coordination with the COP, the key technical aspects of theMorocco Climate Change Flagship Activity. You will work closely with the Abt home office, USAID / Morocco, and project stakeholders to ensure that USAID’s assistance is country-led and informed by empirical evidence, analysis, and best practice to advance countries’ priorities. Work is expected to begin in early 2025. The position is contingent on the opportunity being awarded to Abt. As the Sr. Technical Director, you will be based in Rabat, Morocco and will report to the project’s COP.

Core Responsibilities

Collaboratively create and implement a strategic, long-term programmatic vision for the Morocco Climate Change Flagship Activity.

  • Provide technical leadership and strategy for the program to ensure quality and timely delivery of all aspects of the cooperative agreement.
  • Manage a team of specialists and consultants to implement work requested by USAID/ Morocco
  • Coordinate across technical streams to ensure project activities are cohesive and mutually reinforce one another to achieve project results
  • Lead and supervise direct reports, including both staff and consultants, with particular focus on their key tasks and ensure the quality of project deliverables.
  • Directly support capacity strengthening interventions to increase resilience and scale climate adaptation best practices in Morocco
  • Foster close coordination with and leveraging of partners’ capabilities and other relevant initiatives, including USAID private sector engagement.
  • Work towards institutionalizing climate information, technologies, approaches, and services among key stakeholders to improve evidence-based decision-making and the quality of climate change adaptation interventions
  • Lead and contribute to work plan development and project reporting.
  • Work with the MEL Lead to monitor and evaluate the progress and impact of activities, guide operational research studies, and adapt programming based on iterative learning.
  • Review and improve the quality of the documentation and dissemination project results and impacts in various forms, including media stories, lessons learned, case studies etc; eX9sb4P BVUcJh
  • Ensure clear communications with clients and stakeholders about project activities and accomplishments.
  • Provide project oversight as an Acting COP when the COP is away.

What We Value

Bachelor’s degree and 10+ years of experience OR a Master’s and 8+ years of relevant experience or a PhD and 5+ years of experience.

  • Bachelor’s or advanced degree in geography, hydrology, climatology, agronomy, agroecology, or related field.
  • Technical experience in at least one of the following: climate change adaptation, climate resilience, agriculture, agroecology, agroforestry, dryland agriculture, water resources management, climate information services, climate finance, and/or climate policy planning and implementation. Significant experience managing, training, and mentoring project staff to achieve impact.
  • Experience applying digital technologies to address adaptation challenges preferred
  • Experience and connections in the region are required (Morocco preferred)
  • Demonstrated success developing and managing activity budgets.
  • Demonstrated ability to mobilize and influence actors (public, private, civil society, communities etc.) to achieve impact.
  • Demonstrated commitment to and success in addressing gender equality and social inclusion objectives (e.g., gender equality and female empowerment, youth engagement, inclusion of ethnic minorities).
  • Excellent interpersonal, communication, and leadership skills, including the ability to manage relationships and motivate staff.
  • Ability to multi-task and strong teamwork skills.
  • Excellent oral and written communication skills.
  • Full professional proficiency in English and professional competency in French or Arabic is required. Proficiency in Arabic, Amazigh, and other languages spoken in Morocco is a plus.
