Program Overview

Pathfinder is seeking a Technical Director for the upcoming USAID-funded Women’s Empowerment project in Egypt. The project will support a comprehensive effort to assist Government of Egypt efforts to combat gender-based violence and trafficking in persons. This will include support for the Government of Egypt’s efforts to combat the sexual exploitation of girls in the form of early child and seasonal marriages. The project aims to expand services for victims of gender-based violence and trafficking; policy and legal framework support efforts; and community awareness-raising activities to reduce public acceptance of early child and seasonal marriages.

Position Purpose

Position is contingent upon receipt of donor funding and will be based in Egypt.

The Technical Director will oversee and provide overall technical leadership and direction for the women’s empowerment and gender-based violence technical component including the design, implementation, and monitoring of high impact women’s empowerment and gender-based violence interventions. S/he will develop and motivate a highly effective women’s empowerment and gender-based violence team. S/he will contribute to creating a learning culture through innovation and knowledge sharing and will maintain excellent relationships with government counterparts.

Responsibilities

  • Lead the development and implementation of strategies for improving the access to quality GBV services and information.
  • Support the establishment and expansion of innovative and effective interventions for reaching youth and other underserved populations.
  • Provide technical guidance/assistance to project staff and partners for planning, implementing, monitoring and evaluating women’s empowerment and GBV activities for the accomplishment of project objectives.
  • Support preparation of work plans, training programs and budget and quarterly reports.
  • Lead the preparation of quarterly and annual technical progress reports. Supervise, mentor, and coach the women’s empowerment and GBV team.
  • Liaise with other relevant project teams to ensure linkages of clinical and community GBV services and activities
  • Monitor project performance and leads course corrections to the women’s empowerment and GBV technical component based on service statistics to ensure project objectives are achieved or exceeded.
  • Document and disseminate key lessons learned
  • Initiate and nurtures partnerships with new and existing women’s empowerment and GBV stakeholders/partners.
  • Manage close collaborative relationships with women’s empowerment and GBV host country agencies, including central and local government, development partners, civil society, and community-based organizations

Qualifications:

  • Advanced degree in public health, political sciences, social sciences, gender studies, international development or related field.
  • Minimum 8 years of senior-level experience implementing donor-funded women’s empowerment or GBV service delivery and technical assistance programs in developing countries.
  • Demonstrated experience in the design and implementation of women’s empowerment and GBV programs, advocacy efforts, and gap analysis.
  • Demonstrated knowledge of evidence-based women’s empowerment and GBV interventions to strengthen GBV services.
  • Experience working with GBV programs implemented by both the public and private sectors.
  • Experience interacting/collaborating with government agencies, host-country governments and counterparts, international donor agencies, civil society, and community-based organizations.
  • Knowledge of and experience with USAID and/or similar donors’ funding policies, rules and regulations.
  • Demonstrated management, leadership, decision making, and interpersonal skills.
  • Experience living and/or working in Egypt or the Middle East/North Africa region.
  • Strong speaking and writing skills in English; proficiency in Arabic required.
