Background Information

Freetown households and businesses produce an estimated 900 tons of solid waste each day; however, only 21% of this is collected and disposed of correctly. The solid waste management system in Freetown is currently ineffective and inefficient, causing environmental and health hazards. The Freetown City Council (FCC) recently launched its ‘Transform Freetown’ plan which aims to address 11 priority areas that are clustered under Resilience, Human Development, Healthy Cities and Urban Mobility1. One of the key priorities for the FCC is to establish a sustainable solid and liquid waste collection system, which includes waste separation at source, and strengthening the sector’s regulatory and enforcement framework, with the goal to ensure that by 2022, 60% of Freetown’s annual solid and liquid waste is safely collected, managed and disposed of.

CRS is collaborating with the FCC to design a sustainable solid waste management model that will achieve the goals set out by the Transform Freetown plan. The proposal will be pitched to institutional donor agencies, many of whom have already expressed early interest to support this exciting initiative. To support this process, CRS is looking to engage a solid waste management technical lead who can work alongside the CRS and FCC teams to develop a feasible model to safely, efficiently and sustainably manage solid waste in Freetown.
Objective: The technical lead will work with CRS and local government partners to design a sustainable, effective, cost-recovering solid waste management model for Freetown city. The model waste management approach should consider the following – (1) adapted technical solutions from other low-income countries facing similar challenges; and (2) sustainable financing models.

Key deliverables include the following:

▪ Lead and write technical design component of the solid waste management business case– this includes understanding existing and designing new/adapted operator models for collecting solid waste across the city and hard to reach terrains, modelling proposed waste management approaches from collection to disposal and identifying strategies to enhance waste sorting and recycling/reuse options
▪ Develop the associated budget for the proposed service delivery model
▪ Develop a methodology to conduct a willingness-to-pay survey for waste collection services
▪ Support CRS team to collect data from key stakeholders as necessary to inform and refine activity design
▪ Contribute to the development of the monitoring and evaluation plan in collaboration with project design team
If CRS is successfully awarded donor funds to implement this project, we anticipate the option of transitioning this short-term position to a longer-term project manager position for a duration of 2 years.

Knowledge and skill requirements
▪ Knowledge and understanding of municipal solid waste management in low/middle income countries, institutional framework (legislation, regulations and policies) and private actors (small and large enterprises).
▪ Analytical skills, gender, participatory social research, project design and proposal writing
▪ Knowledge of DFID’s approach to support integrated solid waste management in developing countries
▪ Understanding of the links between solid waste management and the Sustainable Development Goals.
▪ Knowledge of data collection and management system to enhance service planning, implementation and monitoring.
▪ Excellent verbal and written command of English.
▪ Good social and communication skills.

Education, Qualifications

▪ Masters’ degree or equivalent in related sectors, including waste/environmental management, environmental health, sanitation engineering, civil engineering.
▪ Minimum five years’ relevant working experience in solid waste management.

Assignment duration: Minimum 2 months with possibility of extension depending on the evolution of the design process.
