We are currently seeking qualified candidates for the position of: Technical Lead, Strategic Information on a USAID-funded five-year $32.5m project called Ana Patsogogo Activity (APA), which aims to prevent new HIV infections and reduce vulnerability among OVC, OVC caregivers and Adolescent Girls and Young Women (AGYW) in Malawi. The estimated award start date, should FHI 360 secure this grant, is July 2020. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.
Position Summary:
The Technical Lead, Strategic Information provides leadership and technical guidance to the APA program team on all Monitoring, Evaluation and Learning (MEL)-related issues. S/he serves as the primary point of contact for establishing and managing a data processing environment responsive to USAID reporting and learning requirements. S/he reports to the Chief of Party (COP) of the APA project.
Essential Job Functions/ Main Duties and Responsibilities:
- Manages all the MEAL related activities for the program.
- Leads the design and development of Monitoring, Evaluation and Reporting (MER) systems.
- Oversees implementation of monitoring and evaluation (M&E) systems including indicator targeting, tracking and reporting according to PEPFAR standards, managing data collection systems, leading impact assessments and a learning strategy.
- Ensures the quality of M&E data collected to measure project performance and results, through proper ongoing data management, SOPs for data flow and Quality Assurance, periodic Data Quality Audits (DQAs), and adequate orientation/training of staff, partners and beneficiaries at all levels of the project.
- Responsible for timely and quality reporting in the Malawi DREAMS database, as well as data sharing as and when required.
Minimum Requirements and Desired Qualifications:
- Bachelors Degree in public health or Social Sciences, Statistics or any related field. A Master’s degree or higher in public health evaluation, or related advanced degree is desired.
- Minimum of five (5) years of experience working on MEL for donor-funded HIV/AIDS prevention projects, preferably those involving OVC and AGYW programming.
- Strong familiarity with USAID and/or PEPFAR programming and Key Performance Indicators (KPIs).
- Demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standards, including skills in analyzing both quantitative and qualitative data.
- Knowledgeable on reporting procedures, best practices, guidelines, and tools for M&E of international development projects.
- Strong writing and organizational skills for monitoring and reporting on program and study results.
- Experience in Africa and preferably in Malawi.
- Malawian nationals/residents preferred.
