AFIDEP and its partners, through the Global Learning Partner (GLP) project, intend to address the need for actionable evidence about how best to identify and reach under-immunized and zero-dose children by strengthening organizational learning capacity and the application of findings at national, regional, and global levels to influence immunization policy and programming.

The role of this project is to provide operational and technical support to country learning hubs as they implement the Identify, Reach, Monitor, Measure, and Advocate (IRMMA) learning agenda, enable sharing and learning across the hubs, and advance the uptake of evidence by synthesizing and disseminating learnings to stakeholders. GLP will help improve immunization equity and reduce the number of under-immunized and zero-dose children globally by facilitating high-quality evidence generation and uptake.

AFIDEP intends to hire a consultant for a period not exceeding 4 months to conduct focused research, evidence synthesis, and translation; engage stakeholders such as policymakers, to promote consideration and utilization of evidence in decision-making processes; and, participate in capacity development activities in Uganda.

Duties and Responsibilities

The main duties and responsibilities of the Consultant will be to:

  1. Conduct planning meetings, to engage and orient stakeholders and partners involved with the agenda of reducing the number of under-immunized and zero-dose children in Uganda.
  2. Undertake capacity self-assessment in the country learning hub to identify management and research capacity gaps and needs for technical support.
  3. Support with management and research capacity building of the country learning hub in response to the capacity needs identified in (2) above.
  4. Support the country learning hub to carry out a country-level situation analysis of the zero-dose stakeholders, immunization efforts, and existing evidence in Uganda.
  5. Support with Learning Agenda and Communication Plan to orient the production, synthesis, diffusion, and uptake of zero-dose evidence in Uganda. This plan is based on the gap analyses of existing zero-dose measurement tools and methods and the comprehensive situation analyses.
  6. Conduct routine monitoring of learning hub outputs to measure progress and document the implementation and processes of a country learning hub.
  7. Conduct final evaluation of learning hub outcomes to assess uptake of zero-dose information and learning, in line with the Learning Agenda and Communication Plan.

Qualifications

  • Master’s degree in public health, health systems, epidemiology, statistics, data science, or related field. PhD in a related field is an added advantage.
  • At least 5 years of senior-level and relevant experience in a demanding, results-oriented environment. Experience in the area of immunization is preferred.
  • Strong qualitative and/or quantitative research skills.
  • Excellent English writing skills with experience in scientific writing, synthesizing research evidence into outputs that are usable by policymakers, or developing policy-oriented advocacy materials.
  • Demonstrated experience in the use of scientific software for data analysis and management, such as Endnote, SPSS, Stata, NVivo, or Atlas-ti*.
  • Experience designing and implementing research and/or conducting policy analysis.
  • Experience in program management and/or monitoring and evaluation.
  • Experience working in or with the public sector (e.g., governments) is an added advantage.
  • Analytical and critical thinking.
  • Ability to work with minimal supervision, results-oriented, accountable and attentive to detail.
  • Excellent organizational skills, with the ability to work under pressure.
  • Work and resides in Uganda.

Use of evidence is particularly weak in closing the big gap between policies and implementation, which remains one of the most critical development challenges in Africa. This is partly because there is limited research evidence to inform effective design and implementation of interventions that have the best potential to improve lives.
