Opportunity:

Abt Associates seeks a qualified Reading Assessment Specialist to support the YESA project in Malawi. The Reading Assessment Specialist is a key personnel position that serves as the technical lead for all reading assessment related activities. This position reports to the Chief of Party and will maintain close working relationships with key directorates in the MOEST.

Key Roles and Responsibilities:

  • As the technical lead for the reading assessment activities of the YESA project, this person will:
    • Support the revision and development of MOEST National Reading Assessment (NRA) tools, Standard 1-4 continuous assessment tools, and Standard 1-4 end of year assessments
    • Establish and ensure high quality data collection practices and procedures are developed and utilized for all YESA assessment activities
    • Support the development of training materials related to assessment, data collection, and analysis
    • Act as a lead facilitator during assessment related training activities
    • Support data analysis, report writing, and presentation of results for all YESA assessment activities
    • Work with and through MOEST structures to institutionalize reading assessments and build their capacity to implement these assessments
    • Support the development and revision of reading benchmarks for English and Chichewa
    • Support linkages with YESA data and results with MOEST EMIS
    • Participate in M&E activities to ensure quality implementation of assessment programming
    • Other reading assessment tasks as requested by the Chief of Party

Preferred Skills / Prerequisites:

  • A Master’s Degree in international education, non-formal and/or other alternative education approaches, basic education, teacher training, and/or social/behavioral sciences
  • At least 4 (four) years of technical experience in reading assessment development in a developing country context. This experience should involve direct work experience at multiple levels of assessment in the school system including national, school, classroom, and community levels
  • At least 2 (two) years’ experience in designing and coordinating trainings in technical areas relevant to YESA, demonstrated ability to effectively transfer skills and knowledge to program participants is essential
  • Experience coordinating reading assessments with scope and content similar to YESA
  • Technical ability to develop materials to support effective capacity building in reading assessments at multiple levels in the school system

Minimum Qualifications:

  • (8+) years of experience and a master degree OR the equivalent combination of education and experience
