To achieve that vision, the IRC’s Technical Excellence (TE) group, located within the Crisis Response, Recovery and Development (CRRD) Department, provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.
IRC’s Technical Excellence team is comprised of four sector teams or “Units” which have deep expertise in their respective fields: Education, Economic Wellbeing, Health, and Violence Prevention and Response, as well as teams which provide measurement and finance/grant management support. Technical teams are also matrixed with a team that focuses on the quality and content of cross-sectoral programming in emergency responses.

IRC’s Technical Excellence teams offer five core services to IRC country programs and the wider organization:
1. Program Design: We support country and regional teams to design state of the art programming, incorporating the best available evidence, cost data, and expertise of what has worked elsewhere, together with the knowledge that country teams, partner organizations and our clients bring to the table.
2. Quality Assurance: We partner with our measurement teams to design and drive the use of indicators to measure progress towards outcomes. We partner with regional and country teams to review program delivery progress and help address implementation challenges and adapt interventions to changed circumstances.
3. Business Development: We partner within and outside the IRC to design winning bids and identify winning consortia; we deploy technical expertise in public events and private meetings to position IRC as a partner of choice.
4. Research & Learning: We partner with our research lab to design cutting edge research to fill evidence gaps, and with country teams to learn from implementation such that we continuously improve our future design and delivery.
5. External Influence: We showcase the IRC’s programs, technical insights and learning to influence and improve the humanitarian sector’s policy and practice.

Job Overview/Summary

IRC’s Strategy 100 sets ambitious goals for IRC to improve the scale and quality of our programs. To deliver on this mandate, IRC has developed the Technology 100 strategic plan, which sets out how technology will be used to achieve these aims. A key recommendation of this plan is the establishment of an expanded Technology for Programs (ICT4P) function to both ensure complementarity between existing efforts in this area, and to identify highest priority areas for expansion.
• The Manager will play a critical role within the METAL/IT department, serving as a key coordinator and administrator for the organization’s AI governance processes, technology demand management, and strategic AI initiatives. This position sits at the intersection of technology, program delivery, and organizational innovation, ensuring that technology investments (particularly AI-driven solutions) are prioritized, governed, and delivered in support of IRC’s humanitarian mission.
• Reporting to the PTI Lead, this role will facilitate the effective adoption and governance of AI technologies across the organization while supporting the delivery of strategic AI initiatives and coordinating technology demand from program teams. The position requires a balance of process administration, project coordination, stakeholder engagement, and community building to advance IRC’s responsible and impactful use of technology in humanitarian response.
• The primary goals of this position are to streamline AI governance workflows, ensure successful delivery of strategic AI projects, foster organizational learning and collaboration around AI innovation, and support the technology demand management process to better serve program needs.

Major Responsibilities:

• Administer AI tool governance processes by moving requests through approval workflows, serving as primary contact for staff, convening Governance Committee meetings, identifying process bottlenecks, and maintaining comprehensive records of approved tools and risk assessments; updating our intranet regularly; advancing SoPs on AI tools by coordinating among various teams
• Coordinate project management for AI for Business Development and AI for Partnerships initiatives by tracking deliverables and milestones, facilitating cross-team coordination, organizing meetings, and communicating status to stakeholders; drafting updates for broad communications
• Support the AI Community of Practice by creating meeting agendas, identifying and coordinating with speakers, curating and disseminating AI news and resources, managing knowledge repositories and knowledge posted on our intranet, facilitating connections between staff, and tracking engagement metrics
• Administer the Technology for Program Central Demand Pipeline by supporting intake processes, routing requests to appropriate teams, collecting feedback to identify patterns, preparing briefings for demand review meetings, and tracking request status
• Facilitate cross-functional collaboration by building stakeholder relationships across IT, METAL, programs, and country offices, translating between technical and non-technical audiences, identifying alignment opportunities, and escalating issues to leadership
• Contribute to strategic planning and reporting by providing data-driven insights on demand patterns and governance trends, preparing dashboards and reports for leadership
• Promote responsible and ethical technology use by championing responsible AI practices, integrating ethical considerations into decision-making, raising awareness of risks in humanitarian contexts, and supporting development of guidance on responsible AI use

The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job.

Education:
• Bachelor’s degree in Information Technology, Business Administration, International Development, Project Management, Public Health or related field required

Work Experience:
• 5-7 years of progressive professional experience in project coordination, technology management, program operations, or related fields required
• Minimum 2 years of experience working in the humanitarian, international development, or nonprofit sector required
• Demonstrated experience managing multiple concurrent projects or workstreams with competing priorities
• Experience with governance processes, demand management, or portfolio management preferred
• Previous experience working in or with IT departments or technology teams strongly preferred

Demonstrated Skills and Competencies:
• Technical Knowledge and AI Familiarity:
o Experience in defining business requirements
o Familiarity with product development lifecycle
o Understanding of artificial intelligence technologies, applications, and implications required

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
