KOFIH in collaboration with the Oromia Health Bureau, is seeking experienced Project Evaluators to conduct a midterm evaluation of the OHB-KOFIH collaborative RMNCH Project, which aims to enhance primary healthcare in Jimma Zone. This evaluation will assess the project’s progress and achievements at its midpoint. Evaluators will be tasked to carry out a comprehensive evaluation as specified in the attached TOR.

– Objective of the mid-term evaluation
The objective of the mid-term evaluation is to carry out an overall assessment of the performance of
the project and to make zonal /regional/ /country level-specific recommendations to strengthen the
project/Programme. The mid-term evaluation will assess the process of the project/Programme, as well
as the effectiveness of the bilateral project.

– Outputs deliverables:
The Evaluator(s) is expected to provide the following deliverables:
1. Methodology and work plan
2. List of people and institutions consulted/interviewed
3. Country-specific ratings of progress
4. A list of changes identified in line with the evaluation questions on Programme effectiveness
5. Copies in English of all interview and focus group transcripts
6. An overall evaluation report developed according to the outline developed and agreed
7. Facilitation of workshops with partner staff in the country to analyze findings
8. Presentation at learning & sharing meeting with staff
In signing a contract with KOFIH-OHB collaborative project the Evaluation Team agrees to adhere
to KOFIH-OHB collaborative project Evaluation Standards, which will be provided to short-listed
candidates
The evaluator is expected to prepare the evaluation report. The evaluation report should have an
overall analysis of the flow of the project as well as Zonal/ regional/ country assessment and
recommendations.

– Application requirements
1. We are seeking an evaluator who can provide evidence of some or all of the following skills and
expertise:
2. Consultants need to have a license to do the evaluation
3. Relevant successful work experiences
4. Specific knowledge of maternal and child health Programme
5. Demonstrable experience in mixed methods research and data collection
6. Experience in and knowledge of Outcome Mapping and Harvesting methodologies
7. Experience in evaluating influencing and accountability Programme in the context of maternal,
neonatal, and child health projects
8. Excellent interpersonal and communication skills
9. Experience in working with grassroots organizations

1. Applicants should submit a detailed proposal covering the evaluation methodology and design, process for implementation, and finalization of the evaluation report. The proposal should include:
A. The proposed methodology for the mid-term evaluation, detailing how the consultant would
address the evaluation aims outlined.
B. The proposed work plan, including an indicative timetable detailing key tasks, clarifying whether
or not researchers would be able to work in parallel in the four districts and including sufficient time for report drafting and finalization
C. A detailed proposed budget for all data collection, analysis and report writing fees, and logistical and travel expenses
D. Proven experience of past credible International Non-Governmental Organizations (INGO) and
Programme evaluations and reviews
– In addition, the proposal should:
. Include expectations of KOFIH-OHB project management unit involvement.
. Provide detailed CV(s) for the consultant(s) who will be involved in the evaluation, detailing
how they meet the person specifications above
. Provide a copy of a previous Programme evaluation
. Provide contactable references of past credible International Non-Governmental Organizations
(INGO) and Programme evaluations and reviews.

N.B. Proposals will be evaluated based on the selection criteria outlined in the TOR. In addition, the TOR is subject to be modified based on the interest of the funder. Shortlisted candidates may be invited for an interview or asked for additional clarification before the final selection is made.
