Terms of Reference for a Consultancy to Identify Safeguarding Reporting Pathways in Embu and Nyamira Counties and Review the LFTW Kenya Customer Relationship and Feedback Mechanism
1.0 About Light for the World
Light for the World is a global disability and development organization. We empower people with disabilities and enable eye health services in low-income countries. Over the last three decades we have improved health systems, enabled education for all, and amplified the voices of people with disabilities.
Our programmes include:
- Eye Health – preventing blindness and promoting eye health for all.
- Inclusive Education – ensuring children with disabilities receive quality, inclusive education.
- Inclusive Economic Empowerment – ensuring that barriers are removed for men and women with disabilities to access decent work.
In Kenya, our country strategy for the year 2021-2025 focuses on empowering micro-entrepreneurs to build their capacities, disability inclusion in public and private sector institutions, employability skills among students with disabilities –with higher learning institutions, and influence policy and industry leaders through documented lessons.
The We Can Work (WCW) program is one of the programs under Light for the World that aims at reaching 1,000,000 Young women and men with disabilities to access dignified and fulfilling work by 2030. The mission is to economically empower communities of persons with disabilities through inclusive collaborations. The program has transitioned to 2 (two) additional counties (Embu and Nyamira) and therefore the need to conduct a comprehensive safeguarding mapping.
2.0 Scope of Work
The consultant is expected to:
- Identify safeguarding risks related to the WCW project implementation.
- Assess and provide details of existing safeguarding structures including formal/informal community-based safeguarding mechanisms, whether they can be contacted in the event of an incident and location/contacts.
- Assess accessibility of safeguarding information and reporting pathways.
- Identify harmful practices, customs and community attitudes particularly prevalent in the 2 counties that may cause harm to young people with disabilities.
- Review Light for the World – Kenya CRFM and provide practical recommendations.
3.0 Expected Outputs and Deliverables
The consultant is expected to apply an inclusive and accessible approach and adhere to ethical data collection aligned with safeguarding and “do no harm” principles
The expected deliverables include**:**
- Inception report detailing methodology, tools and work plan
- Stakeholder and safeguarding mapping matrix
- Draft safeguarding mapping report
- Validation meeting report
- Final safeguarding mapping report incorporating feedback
4.0 Reporting and Coordination
The consultant will report to Light for the World’s Country Director and will be supported by Safeguarding Focal Point.
5.0 Duration of Engagement
The consultancy is expected to take 15 working days, and the task should be completed in 2 months including fieldwork and reporting.
6.0 Qualifications and Experience
The consultant or consultancy team should meet the following minimum qualifications and experience requirements:
Qualifications
- Advanced university degree in social sciences, development studies, gender studies, disability studies, human rights, safeguarding, social work, or a related field.
- Formal training or certification in safeguarding, child protection, protection from sexual exploitation and abuse, or related protection frameworks is an added advantage.
- Demonstrated understanding of disability inclusion principles and rights-based programming.
Experience
- At least 5 to 7 years of proven experience in safeguarding assessments, safeguarding mapping, protection-related research, or similar assignments within development or humanitarian contexts.
- Demonstrated experience conducting community-based assessments, stakeholder mapping, or systems reviews, preferably at county or community level.
- Proven experience working with persons with disabilities and applying inclusive, accessible, and ethical data collection approaches.
- Familiarity with Kenyan safeguarding frameworks, community safeguarding structures and referral mechanisms.
- Experience reviewing and strengthening complaints and response feedback mechanisms or safeguarding reporting pathways.
- Demonstrated ability to work independently, manage timelines, and engage effectively with multiple stakeholders including government, OPDs, community structures, and programme staff.
