Collective struggles must be linked through solidarity and common cause between communities, progressive people’s organizations and movements, activists, and self-mobilized groups to strengthen the people power needed to drive structural change.

Change is not linear, and opportunities to drive social change and resist injustice open at different moments. AAIK can be both a catalyst and a contributor to social change processes. We are prepared to seize key moments for social transformation or resisting backlash when they arise, guided by our long-term rootedness in communities and by working closely with people’s organizations and movements.

3. Project Background and Overview

We are un-apologetic in advancing Women’s Rights and ensuring that Women Living in Poverty and Exclusion are at the centre of our work. AAK commits to working with women, children and youth living in poverty and exclusion to claim and realise their constitutional rights through three main pillars of Human Rights Based Approach (HRBA); empowerment, solidarity and campaigning.

AAAustralia works in partnership with several countries to implement ANCP projects. ANCP projects are closely aligned with the three outcomes of AAAustralia strategy of Economic Justice, Climate Justice and Women’s Leadership in Emergencies. They are also aligned with the country strategies of partners. AAAus along with several partners has had a long-term interest in ensuring that the commitments to communities and particularly women in the Sendai Framework (see annex) are implemented along with localisation consistent with ActionAid’s HRBA and the Grand Bargain. There is also interest in exploring the intersections between DRR and climate change adaptation. The stories will also allow us to measure the impact of our projects.

ActionAid Kenya in partnership with ActionAid Australia has been implementing the Gender Responsive Alternatives for Adaptation to Climate Change project since 2017. Research was undertaken by Monash University and a gender responsive adaptation to climate change framework was established and informed the design of phase II of the project. The project in Kenya is being implemented in Baringo County. ActionAid is implementing a project on Gender Responsive Alternatives for Adaptation to Climate Change funded by the DFAT Gender Action Platform and ANCP. The project is being implemented in Kenya, Vanuatu and Cambodia and include ActionAid in all these countries, AA International, Huairou Commission and Monash University Gender Peace and Security Unit.

The project has three objectives, which include;

  • Women and institutions have enhanced capacity and systems for sustainable livelihoods and climate change adaptation including the recognition and documentation of their own knowledge.
  • Women and their organisations obtain resources, make decisions and claim spaces by transforming institutions including protection plans
  • Women take collective action to influence policy and planning at local, national and global levels

4. Objective of the assignment: To conduct endline evaluation for the phase II 3 years Gender Responsive to Climate Change project implemented in Tangulbei Baringo county

Objectives of the Assignment

AAIK International Kenya seeks proposals from firms/senior consultants and individual consultants in the sector with extensive technical expertise in end line evaluation to.;

  • Determine the effectiveness, relevance and efficiency of localisation strategies that have been implemented by ActionAid partners and their partners from the women participants in programmes and key informants’ perspectives in climate change work in Tangulbei Baringo county through the GRACC project
  • Determine the impact of localisation on women’s empowerment, leadership, inclusion (particularly women with disabilities) and rights.
  • Determine the impact of COVID on communities and how they have been supported by ActionAid to address the challenges
  • Develop a tried and tested participatory methodology for setting baselines, monitoring and evaluating changes in climate adaptation capacity through women leadership
  • Strengthen existing networks to enhance understanding of the climate adaptation needs of vulnerable communities.
  • Enlarge the body of local women knowledge and information on climate vulnerability and adaptation strategies

The aim of this assignment will entail;

  1. To conduct end line evaluation for the GRACC project. This will entail review project reports, disability study report among other project documents and conducting interviews with project beneficiaries, stakeholders and analysing messages from key policy makers on community-based adaptation to climate change.
  2. Conduct interviews with project partners on the project interventions and outcomes for sharing with the donor and possible global dissemination.
  3. Generate information on lessons learnt through improved capacity to understand and adapt to climate change at the local level.

5. Scope of work

Under the supervision of the Programme Manager – Resilient Livelihoods and Emergencies, Project Coordinator – GRACC and monitoring Coordinator will be required to support the consultant to lead in the endline evaluation in the project areas, support offered government and the impact of the work sustaining the development initiatives that the empowered women are implementing including women with disabilities.

6. Methodology

The methodology of the assignment will be a mixture of quantitative and qualitative data for use in communications. The consultant should at the minimum verify the number of people (women and disability disaggregated) that we worked with directly (that is likely to have behaviour change) and those indirectly. Standard questions will be provided by AAIK team

7. Expected Deliverables

Working with the AAIK team the consultant is expected deliver on the following areas; • Produce a summary of key messages for duty bears based on local women’s knowledge on climate change adaptation • A comprehensive report not more than 25 pages with at least 3 captivating stories from the beneficiaries including quotes, participatory process-based summary of the task • 2 pager summarized info graphic version of the report for high profile international/local audience

8. Management of the assignment

Overall guidance and supervision of the documentation will be provided by AAIK’s Communications staff and GRACC project Coordinator women leaders in the project areas in Tangulbei and any other units as advised. Primary leadership on the task shall be provided by the Project Coordinator.

9. Desired expertise

The lead consultant should have the following: • A post-graduate degree in environmental management, climate change, project management, Economics, statistics or a related field. • Proven experience of at least 7 years in undertaking project/programme evaluations. The experience should include undertaking of at least five (5) medium to large scale donor funded project/programmes (of which two (3) should be in gendered climate change related fields • Experience in Capacity development, institutional/organizational strengthening and Policy development/mainstreaming • Understanding of Human Rights based approach and advancing gender equality principles • Excellent English writing and communication including report writing and photography skills • Female candidates are highly encouraged to apply

10. Travel & accommodation

Official transport shall be from Marigat to Tangulbei and to the assignment venues or travel expenses reimbursed based on actual expenditure. However, the consultant shall seek consent prior to incurring travel expense(s) if not provided with official transport. Accommodation and transportation shall be provided by AAIK at the venue of the assignment.

11. Work Plan

The consultant(s) will be required to make his/her own assessment of time inputs required in the proposal. The total days should not exceed 30 working days
