BACKGROUND

GAIN was launched at the UN in 2002 to tackle the human suffering caused by malnutrition. GAIN is a global, Swiss-based foundation that mobilises public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition.

GAIN contributed to fighting malnutrition in Ethiopia through innovative and sustainable models that increase access to affordable nutritious foods among communities vulnerable to malnutrition and is currently implementing a project called Access to Better Dairy Project. This project emanates as part of the Nordic Partnership which brings companies, civil society, academia & the public sector together to focus on developing scalable and inclusive business models to contribute solving the sustainable Development Goals (SDG) challenge to end hunger & malnutrition.

The main objective of this project is to catalyse market development of the dairy value chain in Ethiopia. This is achieved through technical support to (private) dairy sector partners for the development and marketing of fortified dairy product targeting selected communities with the aim of improving nutrition.

For this purpose, GAIN has selected LONI Agro Industry- a local dairy processing company to supply the required dairy products and work on building the capacity of the company through technical support in engaging with the dairy farm, processing, key product development and the demand creation to reach the target consumer. Following this, GAIN and LONI Agro Industry has partnered to develop an affordable fortified yoghurt that is going to be further enhancing to address micronutrient deficiencies. The main aim of the demand creation is to pilot the product to penetrate the market in two sub cites in Addis Ababa through the distribution of the yoghurt via feasible sales channels mainly kiosks that the target group can primary access in the designated markets. In addition, GAIN is also going to support a school feeding program in selected schools in those target areas with 2000 servings per week to tackle the effects of nutrition deficiency in the target children of the community.

OBJECTIVE

The objective of this work is to identify the viability of the product performance of the distributed Yoghurt in the sales channels in the target pilot areas by creating a system of reporting to monitor progress. The consultant is expected to establish an operational monitoring system for tracking the sales and distribution activities undertaken by LONI under the supervision of the senior project manager of the project for GAIN. The consultant will be responsible for the design, coordination and implementation of the monitoring research, and learning framework of the Project. The consultant will develop a systematic monitoring framework to for the qualitative and quantitative evidence gathering during the project.

REQUIREMENTS

 The consultant will also be monitoring the sub project of the school feeding program with monthly update on program activity progress and impact on targeted beneficiaries.

Timeline: Project M&E duration is as follows

  • Retail channel monitoring for a six-month period
  • School feeding project monitoring until June 2020 for one school year

Specific objectives of the assignment are to:

To formulate a set of relevant, simple and straightforward indicators to monitor and evaluate the project outputs listed below.

  • Product sales tracking for the supported outlets were product availability is implemented throughout the period
  • Monitor product distribution and availability in each of the supported delivery channels as well as stock level
  • Monitor product price, retail stock frequency and availability of branding materials (POSM)
  • Monitor target consumer purchase frequency and demand.
  • Develop an additional monitoring system for the school feeing program with updated progress report to track the acceptability of the product and its outcome on the school attendance and others (to be proposed further).

Study area: The above activities will be conducted in Kirkos and Lideta sub cites covering all areas in each sub city were feasible distribution channels have been selected based on the distribution strategy under selected routes for product delivery. In addition, it will also cover selected schools in those areas for the school feeding program.

Key responsibilities of the consultant  

Develop data collection survey and analysis for channel monitoring   

  • Develop data collection tools for monitoring and get approval from GAIN
  • Develop the monitoring survey for data collection in selected sales channels in Kirkos and Lideta sub city that harbour the yoghurt in a representative sample of the areas.
  • Recruit experienced data collectors and other team members of the task
  • Organize a training for data collectors and collect data based on the M&E tools
  • Organize and clean up the collected data for analysis
  • Analyse collected data for real time reporting.

Organize analysed data for a progressive monitoring report.  

  • Produce a report of the data collection results illustrating all key required parameters on product sales performance tracking, price fluctuations, availability, target demand rate and marketing support.
  • Produce a sub-report on the school feeding program monitoring activity with updates on feeding frequency, target response and product supply on a monthly basis.
  • Lead the reporting in coordination with GAIN and LONI marketing and sales representatives to have monthly/quarterly meetings to present progress and identify challenges for further support

Job Requirements

 CONSULTANT QUALIFICATIONS 

  • A Bachelors/Master’s Degree in statistics, demographics, developmental studies, marketing & sales or a suitable equivalent is required
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Ability to facilitate and serve as project liaison for externally-managed evaluations.
  • Excellent analytical skills.
  • Ability to work in a team and good interpersonal skills.
  • Good computer applications skills specially on MS Word, Excel and PowerPoint as well as data analytics tools.
  • Good organizational skills.
  • Ability to deal with people with tact and diplomacy.
  • Ability to build on relevant knowledge within and outside of GAIN as well as actively share her/his experience and expertise with colleagues and partners.

OUR IMPACT /

GAIN has helped 892 million people to access affordable, nutritious food — about 350 million of whom are women and children. Our work to fortify staple foods and condiments with essential micronutrients reaches more than 30 countries worldwide. Our work includes helping to improve the quality of foods and diets and educating families of the benefits of breastfeeding and good nutrition. Worldwide, our projects are changing lives and contributing to reducing micronutrient deficiencies through large-scale food fortification. For example, we’ve increased the intake of vitamin A in Indonesia by fortifying edible oils and the intake of iron in China by fortifying soy sauce.

By 2017, we aim to increase the intake of essential micronutrients such as vitamins A, D, iron, folic acid and iodine for 1.3 billion people, including 400 million women and adolescent girls, and 200 million children under five.

In countries with the highest rates of malnutrition, multinutrient supplements or ‘home fortification’ help improve nutrition when mixed into food. In Bangladesh, we launched a new micronutrient powder program in collaboration with international development organization BRAC. Since launch, 80,000 community workers have been trained to promote home fortification, and five million sachets were sold in 2014. Monthly sales have more than tripled during the year and the overall market for micronutrient powders grew by 15 percent, with 45 million sachets produced in 2014 alone.
