Organization Cash Readiness (OCR)

With the growing use of Cash and Voucher Assistance, there is an acknowledgement that organizational structures, systems, policies and procedures need to be strengthened to ensure readiness to design and implement effective CVA. To contribute to the institutionalization of cash, the CALP Network developed an Organizational Cash Readiness Process, drawing on three products: the Organizational Cash Readiness Tool (OCRT), a set of Instructions for using the OCRT, and the Organizational Cash Readiness (OCR) Process Guide. The OCR process is part of a larger initiative for organizational change and strengthened organizational capacity for the design and delivery of CVA. It can be a key first step after leadership has recognized that some improvement in organizational readiness and capacity for CVA is needed. The OCR process identifies the areas where change is needed, assesses the extent of the recommended change and produces an action plan to make improvements. The OCR process is an organizational development process that focuses on readiness for CVA. It is not just about enhancing CVA technical capacity in a few programme departments, but about developing a whole organization to effectively and efficiently operate CVA. The OCR process requires a holistic approach with involvement from all parts of the organization, from senior leadership to support staff. An organization can use the OCRT to take a snapshot of its current CVA readiness, and then use that assessment to develop plans to strengthen their readiness and/or address shortcomings. This typically means going through a facilitated three-to-six-month process of getting familiar with the tool, gathering evidence for scoring each indicator, deciding on the final scores, forming recommendations, and developing action plans to increase organizational readiness for CVA. The outcome of an OCR process typically reflects the level of effort put into it. Leadership should decide on an anticipated and appropriate level of effort and communicate that clearly, at an early stage, to the process participants. This will help to set the right expectations and avoid surprises later.

Purpose and Objectives of Training

Purpose

ChildFund Kenya seeks to build the capacity of Country Office (CO) staff and Local Implementing Partners (LIPs) Staff on the Organization Cash Readiness (OCR) to increase the organization’s capacities and readiness for delivering cash and voucher programming.

Objectives of the Training

Overall Objective

The overall objective is to provide offer Training to ChildFund Kenya and its Implementation partners’ staff that will build their capacity on Organization Cash Readiness (OCR).

The training should equip staff with the knowledge, skills, and resources for successful implementation of Cash and Voucher Assistance Programming.

Specific Objectives

  • Facilitate in-person training workshop for 30 participants (6 ChildFund CO and 24 LPs staff) on Organization Cash Readiness (OCR).
  • Develop training guidelines and materials by adapting CALP’s existing OCR resources.
  • Action planning by the organization
  • Provide the participants with customized training materials for the rollout of knowledge and skills learnt, with other staff at the local level.
  • Review ChildFund Cash and Voucher guideline and make recommendations on necessary updates.

Scope of work

Introduction

The training is expected to equip ChildFund and its IPs with skills and tools for implementation CVA. The consultant will therefore undertake an organization cash readiness review, and action planning for effective delivery of Cash and Voucher Assistance (CVA) program, while ensuring adherance to the Standard Operating Procedures (SOPs) as designed by the CALP Network (CALP).

In delivering the capacity building training on Organization Cash Readiness for the ChildFund Kenya CO staff and LPs staffs, the consultant is required to Develop and implement training modules on OCR that cover various topics including but not limited to:

  1. Orientation to the OCR process
  2. OCRT details
  3. Using the OCRT Tool
  4. Evidence gathering
  5. Scoring
  6. Recommendations
  7. Action planning

Other areas or aspects that are to be covered in the training are:

  • Case studies on OCR by other agencies
  • Beneficiary participation and Complaint and feedback mechanism
  • Organization Cash and Voucher Guidelines and alignment to Standard Operating Procedures (SoPs)

Participants of the training

The training participants will include 24 staff from local partners and 6 CO staff from ChildFund Kenya Country Office staff, who are directly involved in the Cash program in the organization.

Methodology

  • Problem-based learning: discuss practical scenarios i.e. some successful Cash and Voucher Programs and lessons learnt
  • Learning by doing group exercises will be given to participants after each theory session to make sure that they can apply what they have learnt into practice immediately. This will include case studies and past projects implemented.
  • Learning from each other: participatory training methods such as brainstorming, group discussion, case analysis, role play…to be applied.

Expected contents and outputs

  1. The participants should be able to appreciate and understand the relevance of Organization Cash Readiness in humanitarian assistance, recovery, and resilience building for sustainable development.
  2. The participants should be able to appreciate and understand the relevance of OCR and the SoPs to ensure effective delivery of the program.
  3. The participants should be able to develop action plans for the roll out of OCR training in the various areas of operation.
  4. Acquire appropriate skills and knowledge to design, implement and mainstream OCR into their projects.
  5. Roll out the training on OCR for the other relevant LP staff and stakeholders including other stakeholders in the operation areas.

Not yet determined (a workshop out of Nairobi, preferable in one the LPs operation areas)

Tentative Schedule

The training will take duration of 5 days (tentatively from 18th t0 22nd March 2024)

Feedback and Use

The training evaluation and outcome/results will be used by ChildFund CO to enhance the Cash and Voucher Assistance related programmes.

Responsibilities of the consultant/trainer

Reporting to the Disaster Risk Reduction Sr. Specialist, the OCR Training Facilitator (consultant) will deliver the training to LP and CO staff.

The responsibilities of the trainer/consultant will be to:

  1. Develop the training content and the program based on one of the CALP’s existing training programs.
  2. Ensure that the training is line with the CALP standard operating procedures (SoPs) for the entire duration of the training period.
  3. Design an appropriate process of the training leading to the desired results
  4. Propose on the most appropriate training methodology for effective delivery of the assignment.
  5. Device the tools required for each session of the training.
  6. Satisfactorily facilitate the training sessions ensuring active engagement of all the participants.
  7. Share training materials and provide any resource materials for further reading and reference by ChildFund and LIPs.
  8. Administer a pre and post-test or any other tool to measure knowledge gained by the participants.
  9. Compile and submit quality training report (one soft copy and two bound hard copies).

Consultants’ Qualifications

The consultant must have the following competencies:

  • Must have led at least four CVA trainings with an inclination to OCR in the past three years. especially Cash Transfer Programming.
  • Certified trainers listed in the CALP website are preferred for this assignment.
  • Should have a minimum educational qualification equivalent to a master’s degree in Humanitarian and Development related field or a discipline related to one of the technical areas, from recognized universities.
  • Good understanding of local, national, and regional OCR programming and delivery modalities.
  • Should have demonstrated understanding, knowledge, skills in research, training etc. in areas of OCR, Cash and Voucher Assistance.
  • Having vast experience in training for the adult as well as well-employed participatory training methods. Hands-on experience in development of training programme, training documents and skills in training, facilitation. Very good communication and presentation skills.
  • Familiar with the existing social protection programmes by the government and other non-state actors
  • Experience in developing organizational strategy, action plans and policy documents.
  • Excellent analytical and report writing skills
  • Excellent written and spoken English

Payment mode

Payment will be done upon submission and acceptance of the training tools, materials, and final training report by ChildFund Kenya.

NB:

  • The Consultant’s compensation shall be paid NET, within 30 days from receipt of a proper invoice unless otherwise specified.
  • Payment will be made by Bank transfer unless otherwise specified.
  • The payment shall be subjected to 5% withholding tax as required by the Law at the time of payment.
