The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the priorities of the Federal Government of Somalia’s (FGS) Education Sector Strategic Plan (ESSP 2018-2020). The overall grant objective is to increase access to quality education for out-of–school children; enhance the quality of primary education; and improve the capacity of the Ministry of Education, Culture and Higher Education (MOECHE) and Federal Member States (FMS) Ministries of Education (MOEs) to regulate and manage the education sector. The grant is being implemented by the Federal Government of Somalia Ministry of Education, Culture and Higher Education in collaboration with the Federal Member States Ministries of Education in Jubaland State, South West State, Galmudug State, Hirshabelle State and Banaadir regional administration with CARE as the Grant Agent and Concern Worldwide as sub-contractor. Information and data are critical to the effective and efficient functioning of the education sector. Over the past two decades, various fragmented data has been collected by specific actors and in some regions in Somalia. The MOECHE established the Education Management Information System (EMIS) unit within the Directorate of Planning in 2012 and has successfully completed six school censuses from 2012 to 2017. With the support of the ESPIG programme, the MoECHE is now planning to develop a comprehensive, easy to use and integrated EMIS that is accessible to use for all. In light of this, CARE is now recruiting an EMIS expert with a vast experience in developing and supporting the establishment of EMIS.

III. Position Summary **

The MoECHE plans to improve, strengthen and decentralize its EMIS. As such, CARE Somalia is seeking to recruit a short term international technical expert in Education Management Information System (EMIS) to support the Ministry. The consultant will work very closely with the Ministry of Education of the Federal Government of Somalia, Federal Member States as well as CARE International. S/he will support the MoECHE and will provide technical advice on the planning, development and implementation of an effective and reliable EMIS system.

· Review the EMIS concept note, provide feedback and recommendations.

· Review the proposed EMIS system and the EMIS data center and provide recommendations for improvements during the inception period.

· Summarise the main recommendations in a detailed inception report.

· Support the implementation of the inception report recommendations.

· Support the software developers’ team at the Ministry in the development of the relevant EMIS software.

20 October – 15 December 2019 (40 working days)

Inception report; updated EMIS concept note.

· Support the piloting of the EMIS to one Federal Member State.

· Reviewing the proposed plans and providing technical input.

05 January – 30 May 2020 (80 working days)

Mid-term review report;

Lessons learned from the pilot phase

· Support the roll out of EMIS to the Federal Member States.

· Conduct similar activities as stated above for FMS and link them with the MoECHE EMIS.

VI. Key Qualifications

Key requirements for this position include:

· Post graduate degree in a relevant field.

· General experience in education systems development for at least 5 years

· Specific strong technical experience in developing EMIS systems for at least 5 years.

· Must have some experience of programming/coding and developing softwares.

· Demonstrates hands on experience of leading development of EMIS systems in different country contexts.

· Fluency in English language. Fluency in Somali is essential.

· Knowledge of education statistics and indicators is essential.

· Must be willing to travel and work in a challenging environment.

· Must be willing to work in Mogadishu.

· Must be willing to be based at the Ministry of Education, Culture and Higher Education in Mogadishu.
