Introduction

Gender and Conflict Analysis is essential for ensuring that humanitarian and development programs are both gender- and conflict-sensitive. Understanding norms, gendered peace and security needs, as well as connectors and dividers is crucial for implementing effective and equitable programming in conflict-affected areas, and mitigating risks of doing harm.

Jugend Eine Welt seeks a consulting team composed of an international consultant and a national consultant to conduct a Gender and Conflict Analysis for the project “Humanitarian Relief Operations and Protection in Emergency for vulnerable households and IDPs in Tigray (‘HOPEfT’)” in the Tigray region. The analysis will provide actionable recommendations for partners and implementation, aligned with national and international policies, including SDG 5.2, EU GAP III, EAC policies, and ADA requirements. It will help develop strategies to address gendered impacts and promote gender equality, while navigating the region’s socio-political complexities. This aims to ensure the project is both gender- and conflict-sensitive, fostering effective, inclusive, and adaptive implementation.

Background

Funded by the Austrian Development Agency (ADA), the “HOPEfT” project aims to support approximately 35,000 vulnerable individuals in the Tigray region. The project covers the four areas of Shire, Adwa, Adigrat, and Mekelle, where it provides humanitarian, educational, and psychosocial support.

  • Volontariato Internazionale per lo Sviluppo (VIS) Ethiopia is a registered INGO based in Addis Ababa, operating as an independent branch of VIS Italy. Accredited by ECHO and UNPP, VIS has worked with the Salesians of Don Bosco (SDB) since the late 1990s in sectors like WASH, education, and vocational training.
  • Salesians of Don Bosco Ethiopia (SDB), a global religious and social organization, has supported children and youth in Ethiopia since 1975. Active in Tigray, SDB provided humanitarian aid during the conflict and resumed education services in Mekelle, Adwa, Adigrat, and Shire post-peace agreement.
  • Mums for Mums (MfM), founded in 2001, is a local organization focused on addressing social, political, and economic injustices for women and girls in Tigray. MfM offers vocational training, health education, and emergency response, collaborating closely with VIS and other partners.

Key Objectives:

  1. Develop a Shared Understanding: Establish a common understanding among project partners of the conflict context and its’ gender-related intersections.
  2. Assess Gendered Impacts: Identify the gendered impacts of the conflict and determine peace and security needs specific to women and girls, boys and men.
  3. Evaluate Intervention Relevance: Assess the relevance of planned interventions in addressing identified (gendered) peace and security needs
  4. Identify Connectors and Dividers: Identify and analyses factors that act as connectors (sources of cooperation) and dividers (sources of conflict) and their implications for project implementation.

Expected Outcomes:

  • Strengthened Implementation: Enhance the gender- and conflict-sensitive aspects of project implementation.

  • Primary Objective: Provide actionable recommendations to enhance gender- and conflict-sensitive project implementation and apply a gender-transformative approach where feasible.
  • Specific Objectives:
    • Effective Implementation: Ensure project activities achieve conflict and gender sensitivity, and where possible, transformation.
    • Identify Gender Norms, Roles, and Relations: Analyse gender dynamics to understand their impact on conflict, cooperation, and gender equity, guiding gender-sensitive and transformative strategies.
    • Identify Dividers and Connectors: Analyse factors that contribute to conflict or cooperation and their implications for the project.
    • Activity Adjustments: Recommend modifications to project activities to leverage connectors and address or mitigate dividers.
    • Consultation and Collaboration: Engage beneficiaries and project teams to discuss and consolidate findings, ensuring practical learning and ownership.
    • Participatory and Practical Outcomes: Conduct workshops to ensure practical, actionable recommendations will be developed and aligned with national and international policies, including SDG 5.2, EU GAP III target 1.5, EAC policies and ADA requirements.

  • Desk Research: Review gender and conflict dynamics in Tigray and project documents. Limit to five workdays.
  • Participatory Data Collection and Analysis: Utilize a participatory approach involving key experts, project team members, and stakeholders.

3. Tasks

The consultant team will:

  • Lead the Gender and Conflict Analysis, including framework development, data collection, and analysis.
  • Facilitate two times two full-day workshops with project partners.
  • Conduct desk research and document review.
  • Develop actionable recommendations for gender- and conflict-sensitive implementation.
  • Compile a final report with findings and recommendations (15-40 pages) and a summary (up to 3 pages).

4. Deliverables

  • Inception Report: Max. 5 pages with a detailed timeline and key milestones.
  • Draft Report: 15-40 pages, including a 1-page executive summary, conclusions, and recommendations.
  • Final Report: Incorporating feedback from the project team.
  • Overview of Recommendations: A concise summary of key recommendations.

5. Timeframe

  • Duration: Complete analysis within 8 weeks starting from 15 October 2024.

6. Requirements and Qualifications

The team will be composed of an international and a local consultancy, each bringing specific requirements and qualifications:

  • Educational Requirements: Master’s degree or higher in Gender Studies, Peace and Conflict Studies, International Development, or related fields especially for the international team
  • Experience: Minimum of five years in gender and conflict analyses, experience with participatory research workshops, and knowledge of gender-transformative practices.
  • Skills: Ability to synthesize complex information, write comprehensive reports for diverse audiences, and work effectively in multicultural environments.
  • Assets: Experience in Tigray, familiarity with WASH, PSS, Education in Emergencies, and working with IDPs or interfaith actors. The national consultants must have mandatory previous experience in the Tigray region, with knowledge of the Tigrinya language considered an asset.

7. Terms and Conditions

  • Intellectual Property: All content produced is the property of project partners and Jugend Eine Welt.
  • Confidentiality: Information accessed must be disclosed only to authorized members, adhering to EU data protection regulations.

8. Terms of Payment

  • Payment Schedule: 40% upon submission of the inception report, 60% upon delivery of the final report within 14 days.
