INTRODUCTION

The Independent Medical Legal Unit (IMLU) is a governance, health, and human rights nongovernmental organization with a vision of having A Society free from Torture and Related Violations. Our work is fostered by a holistic approach that includes litigation, medical and psycho-social rehabilitation, socio-economic empowerment, oversight of government compliance with human rights obligations, and advocacy of political, legal, and institutional reforms that promote accountability, healing, and justice. Over the last three decades, the organization has supported more than 6,000 victims of torture, and cruel, degrading, and inhumane treatments. We have a national presence of over 300 professionals: doctors, trauma counselors, lawyers, human rights monitors, and journalists.

BACKGROUND

IMLU in partnership with UNDP is implementing a project to support the long-term efforts of the Kenyan government and the National Police Service (NPS) to build an effective, trustworthy, accountable and professional police service that is trusted by and responsive to the needs of the people of Kenya, including women, youth and other vulnerable and marginalized groups, in accordance with human rights standards and the rule of law. This project will be implemented in Nairobi, Kisumu, Kakamega and Nyeri in close collaboration with NPS, National Police Leadership Academy (NPLA), the Police Reforms Working Group-Kenya (PRWG-K), grassroot CSOs and the Community Policing Committees.

PURPOSE OF THE CONSULTANCY

This consultancy is constituted under the Accountability and Reforms department of the Independent Medico-Legal Unit programme. The main purpose of the consultancy is to develop a comprehensive dialogue report from the community-based consultations in the above-named counties and duty bearers to inform the advocacy mechanisms for police reforms in the country. The report shall be shared with stakeholders at the National Police Leadership Academy to inform the stakeholders’ views from the citizens.

CONSULTANCY OBJECTIVES

The specific objectives of this consultancy are to:

1. Moderate 1 internal workshop session with PRWG-Kenya members to map current mechanisms and make recommendations for increased participation and civilian oversight of reforms.

2. Facilitate dialogue sessions with diverse stakeholders (NPS, MoI, NPSC, IPOA, KNCHR to provide insights and inputs for increased public participation and civilian oversight.

3. Facilitate county-based dialogue outcomes with CSOs and Community Policing Committees on measures to increase public participation and enhance civilian oversight.

SCOPE OF WORK AND MAIN TASKS

The Consultant shall be required to:

Participate in an inception meeting and prepare an inception report detailing the methodology to be employed and the work plan.

Finalize a jointly agreed work plan and map out timelines for activities.

Develop a template for the final report.

Facilitate 2 CSO dialogue sessions in Kisumu and Nairobi as contained in the objectives above

Facilitate 3 dialogue sessions with community policing committees in Kisumu, Kakamega and Nyeri as per the objectives above

Develop a draft dialogue report from the convenings and share with IMLU for validation

Develop a final report for sharing with the multi-agency stakeholders

KEY DELIVERABLES

The key deliverables for the assessment are as follows:

Inception report, detailing the general understanding of the assignment, approach, work plan, budget, and deliverables.

Work plan with timelines as agreed on with the client.

Results and resources framework for the plan period.

Facilitate CSO and CPCs dialogue forums in the mentioned regions

Develop and submit a draft dialogue outcome report

Lead a validation session with key stakeholders

Finalize and submit the final report outcome report

PROPOSED METHODOLOGY

The consultancy shall adopt a mixed-methods approach, combining both qualitative and participatory techniques to ensure a comprehensive and inclusive assessment process.

The methodology will include, but not be limited to, the following components:

1. Desk review. A systematic review of relevant literature, policy documents, reports, and other secondary data sources will be conducted to provide context, identify knowledge gaps, and inform the design of primary data collection tools.

2. Participatory approaches. Stakeholder engagement will be central to the process. This will involve participatory workshops, focus group discussions, and key informant interviews with a broad range of stakeholders mentioned above. The participatory approach will ensure that diverse perspectives are captured and incorporated into the findings.

3. Qualitative data collection. In-depth interviews and focus group discussions will be carried out to gather detailed insights into stakeholder experiences, perceptions, and recommendations. This approach will help uncover nuanced information that may not be captured through quantitative methods.

4. Data triangulation. To enhance reliability and validity, data obtained from different sources and methods will be cross-checked and triangulated. This will strengthen the credibility of the assessment findings and ensure a more accurate representation of the situation.

5. Ethical considerations. All data collection processes will adhere to ethical standards, including informed consent, confidentiality, and sensitivity, and safeguarding.

TIMEFRAME

The assignment should be completed on or before 10th November 2025.

The consultant will be engaged for a period running from 13th October to 13 th November in accordance with the work plan.

IMLU’S ROLE

IMLU shall provide overall supervisory support for the assignment and administrative support in relation to the validation meeting. These roles shall be further defined at the inception meeting.

CONSULTANT’S ROLE

The consultant shall provide technical expertise for the exercise and logistics arrangements including travel and accommodation during the forums.

DESIRED COMPETENCIES

Minimum of 7 years of relevant experience is required in developing shadow reports

Post-graduate qualification in Law, international relations, or related discipline.

Knowledge of human rights; Preferably torture response and policing laws in Kenya.

Knowledge of national policing laws reform process

Demonstrate strong community engagement skills

Proficiency in translating data insights into actionable recommendations.

Excellent and proven research experience in the development of similar literature.

Ability to produce high-quality output in a timely manner while understanding and anticipating the evolving client needs.  Strong organizational skills; and

Ability to work independently and produce high-quality output

Excellent written and spoken English.
