The United States Agency for International Development (USAID) has contracted through ZemiTek partnered with CAMRIS International, to recruit and hire a qualified individual for the following position:

Title: Waste Management Advisor (Consultant)

The purpose of this short-term consultancy is to support the integrated health task team in USAID/Uganda’s Office of Health and HIV to design a new activity to support medical waste management at USG supported health centers. USAID/Uganda is transitioning PEPFAR resources from international implementing partners to local Ugandan entities. The design team envisions a new activity for which competition will be restricted to a local Ugandan entity. The purpose of the activity is to ensure that hazardous medical waste generated by health centers is appropriately stored, removed, and destroyed in compliance with U.S. government regulations.

The consultant will coordinate with the integrated health design team. The consultant will work within the Office of Health and HIV and coordinate closely with USAID/Uganda support offices including the Office of Acquisition and Assistance, Office of Financial Management, Office of Program and Policy Development, Resident Legal Officer, and Mission Environment Officer. The consultant will report to the USAID/Uganda HIV/AIDS Project Management Specialist Sheila Kyobutungi who will be the primary logistical coordinator for the consultant.

Duties and responsibilities will include but are not limited to the following:

Tasks:

* Travel to Uganda

* Draft USAID/Uganda’s waste management design solicitation (this includes drafting the activity goals, objectives and indicators that will go into the activity statement of work ) with support from the design team and using the USAID M/OAA approved and required template for the type of solicitation appropriate to the mechanism.

* Incorporate market research and stakeholder engagement findings from the private sector landscape assessment for waste management conducted through the Investment Support Program by The Dalberg Group in 2019.

Design process:

* In-Brief and Information Collection / Kampala (3 days)

* Information Collection / Field Work (10 days)

* Preparation of Market Research Document and Technical Specifications (10 days)

* DELIVERABLE: Technical Specifications (Solicitation Document)

Total estimated LOE is 25 days.

* Education: Master’s degree (or equivalent level experience) in environmental science, civil engineering, public health or a related field.

* Prior Work Experience: A minimum of five years substantive and increasingly responsible experience in solid waste management and hazardous waste remediation with a focus on facility based medical service delivery. Developing country and/or resource poor settings in Africa preferred.

* Skills and Abilities: Must have excellent writing skills and preferably experience developing documents for tender. Demonstrated proficiency in activity design, program management, and local capacity development. Excellent written and interpersonal communications skills. Proficiency in information technology including the Microsoft Office suite and USAID Google suite and constituent applications.

* Level of Effort: 25 days (minimum 15 days in Uganda) and offsite
