STOOS CONSULTING is expanding its South Sudan-based expert roster and invites applications from qualified veterinarians, livestock specialists, livelihood experts, trainers, researchers, facilitators and subject matter specialists working in the fields of animal health, livestock production, pastoral livelihoods, veterinary service delivery, livestock value chains, food security, resilience and rural economic empowerment.
STOOS works with humanitarian and development partners to design, implement, assess and strengthen programmes that support livestock-based livelihoods, household resilience, animal health systems, income generation, food security, market access and climate-sensitive rural recovery.
In South Sudan, livestock is central to rural livelihoods, household wealth, food security, social identity and local economies. At the same time, pastoral and agro-pastoral communities face recurrent shocks linked to conflict, displacement, flooding, drought, livestock disease, limited veterinary services, market disruption, cattle raiding, natural resource competition and weak access to inputs and extension support. STOOS is seeking experts who can support practical, field-oriented and conflict-sensitive interventions targeting pastoralists, agro-pastoralists, smallholder farmers, women, youth, IDPs, returnees, host communities and other vulnerable households.
Priority Areas of Expertise
1. Veterinary Services and Animal Health
Experts may support programmes related to livestock disease prevention, diagnosis, treatment, vaccination campaigns, veterinary outreach, animal health extension and community-based animal health systems. This includes work with cattle, goats, sheep, poultry and other livestock commonly supported in humanitarian and rural livelihood programmes.
2. Community-Based Animal Health Systems
STOOS is seeking specialists with experience in training, mentoring and supervising Community Animal Health Workers, supporting mobile veterinary teams, strengthening referral pathways, and improving access to animal health services in remote pastoral and agro-pastoral areas.
3. Livestock Production and Management
This includes expertise in herd management, animal nutrition, improved feeding practices, breeding, livestock shelters, disease control, productivity improvement, milk production, poultry production, small ruminant management and household-level livestock asset protection.
4. Livestock-Based Livelihoods and Economic Recovery
Experts may support livestock restocking, livelihood recovery, income-generating activities, asset protection, livestock-related cash and voucher assistance, small livestock distribution, poultry packages, dairy initiatives and household economic strengthening for crisis-affected communities.
5. Pastoral and Agro-Pastoral Livelihoods
Relevant expertise includes pastoral livelihood systems, seasonal mobility, grazing patterns, water access, transhumance routes, natural resource management, livestock migration, conflict-sensitive programming and support to communities affected by displacement, climate shocks and resource competition.
6. Livestock Value Chains and Market Systems
STOOS is interested in experts who can conduct livestock market assessments, value chain analysis, trader mapping, input supplier assessments, market feasibility studies, livestock product marketing, meat and milk value chain analysis, and support to market linkages between producers, traders, cooperatives and buyers.
7. Food Security, Nutrition and Livestock Linkages
Experts may support integrated programming that connects livestock with food security, household nutrition, milk consumption, women’s economic empowerment, resilience and emergency recovery. This includes livestock-related approaches that improve household access to food, income and nutrition-sensitive livelihood outcomes.
8. Climate-Sensitive Livestock and Resilience
This includes climate-resilient livestock production, drought and flood preparedness, animal feed strategies, fodder production, rangeland management, water point management, early warning, shock-responsive livelihood planning and adaptation support for pastoral and agro-pastoral communities.
9. Livestock Inputs, Fodder and Feed Systems
STOOS is seeking specialists in fodder production, feed formulation, pasture management, local feed markets, animal nutrition, feed storage, dry season feeding strategies and support to local input suppliers serving livestock-owning communities.
10. Livestock, Peacebuilding and Natural Resource Management
Relevant expertise includes conflict-sensitive livestock programming, cattle-related conflict analysis, grazing and water-sharing arrangements, community dialogue, livestock migration route planning, local mediation structures, and approaches that reduce tension between pastoralists, farmers, returnees and host communities.
11. Training, Capacity Building and Extension
Experts may support training package development, farmer field schools, pastoral field schools, veterinary extension, livestock management training, training of trainers, coaching for local partners, and practical field demonstrations for communities and frontline workers.
12. Monitoring, Learning and Programme Quality
This includes livestock programme monitoring, post-distribution monitoring, vaccination campaign monitoring, livestock mortality and morbidity tracking, market price monitoring, beneficiary follow-up, learning reports, tool development and evidence-based recommendations for programme adaptation.
Core Responsibilities
Selected experts may be engaged to:
• Conduct livestock assessments, veterinary service mapping, livelihood assessments, market studies and value chain analysis.
• Design and deliver training curricula, manuals, extension tools and coaching packages for livestock and veterinary programmes.
• Support animal health campaigns, livestock treatment activities, vaccination planning and community-based animal health systems.
• Train and mentor Community Animal Health Workers, livestock producers, pastoral groups, cooperatives, local partners and field teams.
• Provide technical support on livestock production, animal nutrition, fodder systems, poultry, dairy, small ruminants and cattle-based livelihoods.
• Support livestock restocking, asset protection, livelihoods recovery and household economic strengthening activities.
• Facilitate market linkages, trader engagement, livestock input supplier mapping and value chain strengthening.
• Integrate gender equality, youth inclusion, disability inclusion, protection mainstreaming, safeguarding, conflict sensitivity and Do No Harm into livestock and livelihood programming.
• Contribute to monitoring, evaluation, learning, reporting and practical recommendations for programme improvement.
Required Qualifications
Applicants should demonstrate:
• Residence in South Sudan or strong operational experience in South Sudan’s livestock, pastoral or humanitarian context.
• Fluency in English is required; knowledge of relevant local languages is a strong advantage.
• Degree or professional qualification in Veterinary Medicine, Animal Science, Livestock Production, Agriculture, Rural Development, Food Security, Development Studies or a related field.
• Minimum 5–7 years of relevant experience in veterinary services, livestock programming, pastoral livelihoods, animal health, food security, resilience or rural economic recovery.
• Experience working with INGOs, UN agencies, local NGOs, government veterinary departments, community structures, livestock producer groups, cooperatives or donor-funded programmes.
• Strong skills in facilitation, field training, technical advisory support, community engagement, assessment, analysis and reporting.
Desired Profile
STOOS is particularly interested in experts with demonstrated experience supporting programmes for pastoralists, agro-pastoralists, smallholder livestock keepers, women, youth, IDPs, returnees, host communities and crisis-affected households.
