Through the WASH Alliance International consortium and the AMREF Health Africa’s lead, Wetlands International in Ethiopia is implementing the Climate Resilient WaSH Component of the Netherlands WaSH (Water, Sanitation and Hygiene) SDG consortium project.  The Consortium program in Ethiopia works on achieving sustainable and equitable use of WASH (water, sanitation and hygiene) through: a) improving behaviour change interventions leading to sustainable and equitable access to WASH; b) strengthening the WASH governance and institutional framework leading to governments enabling efficient and effective delivery of inclusive and sustainable WASH services through enabling the public sector through enhancing WaSH governanace, effective planning and monitoring systems, and c) developing climate resilient WASH infrastructures and effective WASH markets.

 The Wetlands International Ethiopia Project Coordination Office in Ziway town is responsible for the coordination and implementation of the WaSH SDG project in the intervention areas of Arsi Negele and Shashemene Zuria woredas in the West Arsi Zone and Adami Tulu Jedo Kombolcha district in the East Showa Zone of Oromia Region. Wetlands International is also directly responsible for the work package c) that focuses on the development of climate resilient water infrastructure

 Job summary

The Project Officer will report directly to the Field Technical Coordinator, Central Rift Valley and will be responsible for the implementation and coordination of the WaSH SDG project activities in West Arsi and East Shewa Zones of Oromia Regional State. The incumbent will have sound technical expertise in Integrated Water resources Management and water supply. He/ she will be expected to provide guidance in strategic areas related to WASH and IWRM including addressing the needs of the communities for sustainable and climate resilient water supplies and services, improving water resources management while protecting critical ecosystem functions and biodiversity and managing the future water demands in a changing climate. In undertaking their duties, the incumbent will also be expected to: facilitate smooth collaboration with local government sector offices, project partners and other stakeholders.

 Specific duties

Under the supervision of the Field Technical Coordinator, the Project Officer will be expected to provide technical support in all phases of the project cycle, from appraisal, planning, implementation by:

  • Planning project activities including preparation of project work plans and budgets on quarterly, annual and ad-hoc basis.
  • Assigning work on project implementation
  • Provide technical leadership in the project through co-ordination and supervision of the implementation of project activities in the areas of WaSH and IWRM. This includes:
  • Assists the Wetlands International program team to prepare, design, detail specification and Drawings for the climate resilient WaSH/water schemes/facilities
  • Supervise  construction  materials,  equipment  and  goods, inspection of purchased items, construction materials and equipment .
  • Supervision of contracted activities such as Climate Resilient (CR) WaSH facility construction,  construction  materials,  equipment  and  goods
  • Ensure construction of Climate Resilient WaSH schemes are as per the specification, quantity and quality;
  • Ensure timely implementation of the project activities and follow whether the activities are implemented in line with the intended objectives.
  • Designing and implementing operational research and development activities
  • Initiate and maintain smooth collaboration with other actors on the ground; maintain smooth collaboration with WaSH alliance NGO partners and the Alliance coordinator
  • Support monitoring and evaluation by: facilitating regular field visits, training-based capacity building, desk-based feedback to field staff and partners and assessment and documentation of best practices and lessons learnt

Facilitate capacity building and familiarization events on Climate resilient  WaSH. Support RVLBDO/local government facilitate multi-stakeholder SDG6 learning platforms that work towards climate resilient WaSH

  • Work in liaison with zonal and Woreda supervision government staff
  • Faciliatte the review of relevant policy documents and familiarization of the same by local government and stakehlders
  • Prepare and submit timely and high quality reports for donors and government line offices
  • Perform other tasks as assigned by supervisor/s.

Duration of initial contract: This position is a temporary contract with 6 months initially, including a probation period of 1 month, with a possibility of extension.

Job Requirements

 Educational Qualifications, Experience and Competencies

 Education

  • BSC in Water resource management/engineering,  Environmental Health Engineering, Integrated water Resource Management,
  • degree in any of the above fields and sound technical expertise in Integrated water management and water supply

 Experience/ competencies

  • More than 5-year experience (for M.Sc holders) and 8 years and above for B.Sc holders
  • Experience implementing climate resilient water resources management and WASH programs with communities and local governments
  • A good understanding of the WaSH and water resources issues of the Central Rift Valley.
  • Consistently approaches work with energy and a positive, constructive attitude
  • Strong interpersonal skills and experience working with community groups and/or government officials.
  • Flexibility, adaptability and team orientation; ability to work independently yet productively is essential.
  • Attention to detail.
