What PAH is about: Polish Humanitarian Action (PAH) is a non-governmental organization dedicated to employing individuals who aspire to make the world a better place. For over 31 years, we have been providing relief in both major and minor emergencies worldwide, while also conducting missions in several crisis-affected countries. Our interventions, encompassing both humanitarian and development efforts, have been implemented in 52 countries to date. We focus on ensuring the sustainable and stable development of regions affected by war and/or natural disasters. We possess extensive expertise in Water, Sanitation, and Hygiene (WASH), and implement projects in Food Security and Livelihoods (FSL), as well as Shelter, Nutrition, and Education.
PAH in South Sudan: Polish Humanitarian Action (PAH) has been operating in South Sudan since 2006, as one of the first NGOs established in Jonglei State. We are a small team of dedicated individuals committed to delivering tangible and sustainable change in the largest, most populous, and most conflict-affected state of South Sudan. Due to the expertise we have accumulated over the years especially in WASH and S/NFI, PAH led the coordination of the Jonglei Sub-national WASH and S-NFI cluster from 2014 to 2021 and 2019 to date respectively coordinating WASH emergency responses with partners to ensure that all vulnerable communities are served during crises. Our priority is to ensure that people have access to clean water and safe hygienic conditions. PAH also provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.
Main Objective of the Position:
The WASH Technician is responsible for supporting the WASH team by focusing on the technical implementation of WASH infrastructure projects. This includes designing, supervising, and ensuring the quality of hardware components, such as drilling and rehabilitating water facilities, preparing bills of quantities (BOQs), creating technical designs, and ensuring all fieldwork adheres to quality standards and project specifications.
Key Duties and Responsibilities:
- Technical Implementation of Water Facilities:
- Oversee the rehabilitation and repair of boreholes and other water points, including India Mark II/III and Duba Tropic pumps.
- Upgrade boreholes to mini or full water yards, including technical design, material assessment, and structure construction.
- Conduct bio-chemical analysis of water quality and prepare community handover reports for rehabilitated facilities.
- Establishment of rainwater harvesting systems.
- Procurement and Logistics:
- Collaborate with the Logistics Assistant to manage spare parts and field materials.
- Prepare and revise technical specifications for purchase requests, ensuring materials align with PAH standards.
- Drafting BoQs and ensuring timely PRF raising and standard descriptions
- Community and Stakeholder Engagement:
- Facilitate community involvement in WASH project design and delivery, including mobilizing local hand pump mechanics.
- Conduct training for community Pump Mechanics, water yard operation and maintenance mechanics and Water User Committees, ensuring inclusivity across gender and age.
- Quality Assurance and Standards:
- Conduct regular water quality tests, analyze data, and present results.
- Ensure that WASH activities adhere to SPHERE standards and Polish Humanitarian Actions’ program quality requirements.
- Conduct daily technical supervision on construction sites to maintain quality.
- Documentation and Reporting:
- Maintain accurate records of field activities, field expenditures, and inventory.
- Document and map water infrastructure in collaboration with stakeholders, preparing weekly hardware reports for the WASH Manager.
- Prepare intervention and progress reports using PAH templates.
- Collaboration with Authorities and WASH Cluster:
- Participate in WASH Cluster meetings with WASH managers and build relationships with local authorities to facilitate information exchange.
- Coordinate with other WASH actors, authorities, and communities on water point assessments and repairs.
- Ensure and leads WASH cluster meetings in GPAA and Upper Nile – represent PAH in other clusters.
- Also participate in IRNAs within both GPAA and Upper Nile.
- Other Tasks:
- Translate program IEC materials as needed and undertake additional duties as assigned by the WASH Manager.
- Technical and Operational Metrics:
- Project Deliverables:
- Number of water points rehabilitated or constructed to standard specifications.
- Percentage of infrastructure projects completed within timelines and budget.
- Compliance with SPHERE standards for all WASH hardware activities.
- Community and Training Engagement:
- Number of local hand pump mechanics and Water User Committees trained.
- Attendance and participation rates in community training.
- Water Quality Testing:
- Frequency and consistency of water quality testing; accuracy of records and documentation.
- Quality of test data analysis and report generation.
- Documentation and Reporting:
- Timeliness and accuracy of weekly hardware and intervention reports submitted to the WASH Manager.
- Maintenance and availability of inventory and stock records.
- Ensure that all documents and folders are kept updated and well-maintained.
- Stakeholder Collaboration:
- Number of engagements with local authorities and WASH Cluster meetings attended.
- Positive feedback and responsiveness in collaboration with WASH actors, authorities, and communities.
