Main Purpose

The Watsan Advisor provides technical and strategic support for the implementation of Watsan responses and to optimize the methods and techniques relating to water (pumping, storage, treatment, distribution, etc.), hygiene (in health facilities and for population groups, etc.) and sanitation (wastewater, sanitation, waste, vector control, etc.) used in the logistics of MSF programs. He/she guarantees the capitalization and adaptation of know-how in its field of expertise on the missions followed.

Your main responsibilities

  • Provides cells and missions with technical and strategic support in Watsan by:

-Providing technical and strategic support to the operational teams (Logco, Head of Mission, field logisticians as their functional referent on techniques & Watsan strategy)

-Participating in the Human Resources coordination of Watsan activities.

-Providing support on the strategic and technical aspects (analysis of the need, proposal of adapted technical solutions and operating methods, ethical dimension of the implementation of Watsan programs…) upstream of the implementation of Watsan activities.

-Conducting exploratory missions in the field.

  • Ensures the capitalization and valorization of experience and the renewal of Watsan techniques & skills (within the Watsan pool / staffs & outside of MSF) by:

-Participating in the definition and the provision of various MSF training/courses

-Contributing to the updating of guides and protocols in collaboration with the others departments

-Conducting a monitoring activity and updates his knowledge on the Watsan field

-Representing MSF externally regarding Watsan programs

-Initiating and directing the operational research in Watsan; being the guarantor of their quality & where to publish

Requirements

Essential

Fluent in English

Senior technician in Water, Hygiene and Sanitation (type of diploma envisaged: DHEPS, master environment, engineering degree in water management & mastery, WEDC, etc.).

2 years minimum field experience in a Water, Hygiene & Sanitation program for MSF or similar organization.

Strong analytical skills, pedagogue,

Sense of organization, flexibility, resourcefulness

Ability to work with multidisciplinary and multicultural people

Speed of decision and action, open-mindedness, curiosity.

Good understanding of MSF ways of working & humanitarian commitment

Considered as assets

Language: FRENCH

Experience and/or higher education are a plus in the fields of epidemiology, environmental health management, biology or biochemistry

Experience and/or teaching in training is a plus

Significant experience as a WATSAN Flying staff in MSF

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
