SCOPE:

 

The Water Technical Officer reports to Emergency Rapid Response (ERR) Manager and is responsible To assist ERR manager in planning, management and monitoring of electromechanical related activities’ for the program. The program focuses on maintaining to ensure adequate environmental health conditions are met in IDPs collective centers and host communities around where the IRC is mandated to implement projects The principal role of the EH Officer   to provide technical support  to ERR Manager and lead operation and maintenance and troubleshooting of electro mechanical parts of the water system under the program, and capacity building of staff and partners and the day-to-day operation of the EH programs. This position technically reports to the ERR Manager, and organize and send formal and informal report to the ERR Manager.

 

MAJOR/KEY RESPONSIBILITIES AND TASKS:

 Specific responsibilities include, but are not limited to the following:

Operation and maintenance works  

·         Collaborate with EH manager and Water technical Manager in preparing overall water related works (planning, implementation and monitoring) of the program.

·         Lead operation and maintenance and troubleshooting of electro mechanical parts of the water system

·         Install generators and pumps in the project area

·         Raise procurement requests to carry out water related operational and maintenance activities

·         Maintenance of generator,

·         Monitor the plumbing works in the project area

·         Testing of the system from the reservoir up to the distribution and maintain any leakage.

·         Serve as main technical focal person for IRC North West Tigray electro-mechanical equipment handling, equipment specification and data base handling in the water system.

·         Ensures neat records of water system equipment’s and tools along with clear specifications (Serial No, models, make and capacity) and collect asset handover documents

·         Collect and follow attendance sheets for all daily workers and temporary staff under his supervision

·         Provide on job training for water system care takers/generator operators/plumbers to avert problems encountered in relation to generators, pumps and pipelines during the hand over

·         Report progress updates, achievements and challenges using formal and non-formal methods.

·         Additional works provided by the supervisor

Job Requirements

Requirements

·         MSc/BSC/Diploma in  Electro-Mechanical/Electrical/Mechanical Engineering from recognized university/college/TVET

·         Two years for BSc , one year for MA and Five years for advanced diploma holders, of proven experience in areas of pump test, generator installation, generator servicing and maintenance, pump installation and servicing, plumbing and related water works

·         Very good communication skills (verbal and written) in English language. Knowledge of local language is an advantage.

·         Working under stressful conditions and ability to prioritize among urgent tasks

·         Creative, pro-active, flexible and candidates with high caliber squarely fit this position

·         Supervisory/basic managerial skills.

·         Excellent technical and report writing skills, Computer literate.

·         Experience in NGO will be an asset.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
