Landesa is seeking a highly qualified Wildlife & Community Development Expert with national experience for an anticipated 18-months GIZ program that aims to improve the management of Human Wildlife Conflict by key actors in Tanzania. The project’s main geographical scope is the Ruvuma Landscape/ including 42 villages of the Districts of Liwale, Namtumbo, and Tunduru. The project also aims to strengthen the capacity for steering and coordination of the Wildlife Division of the Ministry for Natural Resources and Tourism, and the institutions involved in managing HWC, including the Tanzania Wildlife Management Authority (TAWA), Tanzania National Parks (TANAPA), Tanzania Forest Services Agency (TFS), Districts councils and Hotspot Villages.
The contractor will be responsible for the implementation of one District land use plan, 15 village land use planning (LUP) and community action plans, developing the organizational structure, curricula and materials, as well as piloting 30 clubs, for the revival of the Malihai Club (environmental conservation clubs in schools and colleges) and strengthening the outreach programs of Tanzania Wildlife Management Authority and Tanzania National Parks Authority (concept development, materials and support to implementation of pilot in 30 villages) of the institutions involved in wildlife management.

The vacancy is limited to candidates living in Tanzania. The position is contingent upon receipt of donor funding.

Availability: The Wildlife & Community Development Expert with national experience should start work on November 1st 2026.

Tasks of the Expert:

Strengthen collaboration working closely with districts natural resource, and land use planning team to engage communities in participatory land use planning, ensure integration of key priority conservation area into district and village land use plans, and guide the demarcation of land adjacent to community and protected areas, ensuring the HWC aspects are deeply considered during the process and implementation.

Provide technical advice on coexistence measures in farming and pastoral communities, districts and relevant authorities during the LUP and CAP processes and implementation.

Promote conservation-linked livelihoods through implementation of Community Action Plans (CAPs) with a focus on improving community livelihoods, linking conservation with income-generating activities.

Technical advice on HWC and biodiversity conservation, conservation issues, sustainable land use, and human-wildlife coexistence supporting the revitalization of Malihai Clubs and the outreach programs of TAWA and TANAPA, including content development, training ToTs, and facilitating pilot in selected schools to ensure long-term sustainability.

Qualifications of the Expert:

Education/training: University degree (e.g. master’s or equivalent) in either wildlife biology or management, rural development, Community Development or Natural Resource management.

Language: Knowledge of English C1, C1 in Swahili.

General professional experience: 3 years of professional experience on Wildlife and Natural resource conservation projects. 2 years of professional experience on Community development project in rural setting.

Specific professional experience: 5 years of professional experience in human wildlife conflict management projects in Tanzania. 4 years of professional experience in community outreach or environmental awareness programs related to HWC and wildlife management. 2 years of professional experience on working with local governments, traditional authorities (3 out of 10).

Professional experience in the country/ region of assignment: 9 years of professional experience in Tanzania of which 5 years in rural communities in Tanzania.

While performing the duties of this job, the employee may be exposed to working conditions and hazards that are prevalent for the location and/or country of assignment. The noise level in the work environment is usually moderate. Work is primarily performed indoors, with some potential for exposure to safety and health hazards related to electronics work. In 1967, Roy Prosterman, a professor at the University of Washington’s School of Law, responded to a law review article with his own treatise, Land Reform in Latin America: How to Have a Revolution without a Revolution. His article promoted democratic and market-friendly land reform, which includes full compensation for land acquisitions, as a tool for helping the poor climb out of poverty and creating more peaceful and equitable societies.

His article attracted the interest of the US government which invited him to test his theory in the middle of the Vietnam War. Prosterman, a Harvard trained lawyer and former Wall Street corporate attorney, headed into the field. His “land to the tiller” program in Vietnam, from 1970 to 1973, gave land rights to 1 million tenant farmers. Rice production increased 30 percent and Viet Cong recruitment dropped 80 percent. A New York Times article at the time called the land reform law Professor Prosterman authored “probably the most ambitious and progressive non-Communist land reform of the 20th Century.”

Opportunities in other countries soon followed. Professor Prosterman and a loyal following of researchers and law students began traveling the world, working with governments to create pro-poor land laws and programs. In 1981, those efforts would evolve into the world’s first non-governmental organization designed specifically for partnering with governments to extend land rights to the world’s poorest, then called the Rural Development Institute. Decades later, Landesa’s impact has grown – from the rice fields of Vietnam to more than 50 countries and offices in the United States, India and China.

In 2015, the Conrad N. Hilton Foundation’s distinguished panel of independent international jurors selected Landesa as the recipient of the Hilton Humanitarian Prize, the largest humanitarian prize in the world, awarded to organizations that make extraordinary contributions to alleviating human suffering.
