In Ethiopia, PCI’s Women Empowered program is part of a USAID-funded program working to support Resilience in Pastoral Areas (RIPA) for pastoral communities.

Number of positions: 12 (twelve) positionsJOB SUMMARY:

The WE Supervisor will lead the implementation of PCI’s Women Empowered (WE) program within a specific Woreda and support the implementation of the same across the entire RIPA program. Based in each Zonal Office, the WE Supervisor will work under the supervision of the WE Master Trainer and will directly manage the WE Promoters in their Woreda. Expect frequent in-Zone travel to provide training and supportive supervision to WE Promoters and occasional trips to the project headquarters office in Addis Ababa for planning meetings and refresher trainings.

OBJECTIVE OF THE POSITION:

  • To support RIPA project through effective implementation of WE/VSLA activities at Woreda and kebele levels.
  • At respective Woreda level, to lead the training and implementation of RIPA program to form new or strengthen existing VSLA/WE groups and supervise training of the groups using PCI’s WE methodology to meet overall RIPA program objectives. The WE Supervisor may also support the rollout of a savings group mobile app with WE groups in selected demonstration Kebeles.

KEY DUTIES AND RESPONSIBILITIES:

1.      Form WE savings groups (90%)

1.1.    Continuously guide, build the capacity of, and provide technical support to community-based volunteer WE Promoters for program implementation and sustainability;

1.2.    Facilitate implementation of program activities to achieve project objectives in accordance with approved work plans and agreed upon modalities with WE Master Trainer and WE Specialist;

1.3.    Through WE groups, facilitate the bringing together of communities, local leaders and other stakeholders to participate in all stages of the RIPA program as well as develop Kebele level plans for sustainability;

1.4.    On quarterly basis, and whenever the need arises, supervise collection of WE groups and members’ performance data and contribute in the preparation of the quarterly, semi-annual and annual project implementation reports as necessary;

1.5.    Participate in WE program situation analysis, baseline/endline surveys, data quality assurance, midterm reviews, final evaluation and studies conducted within the project;

1.6.    May assist in review of translation and localization of the training and technical information materials for use at groups and community level;

1.7.    Collect and submit to the WE Master Trainer, a minimum of one success story/best practice story per month;

1.8.    Represent PCI Ethiopia in strategic forums at Kebele, Woreda and Zone levels, sharing with the WE Specialist the outcomes of such meetings;

1.9.    Other relevant duties as assigned by WE Specialist and PCI management respectively.

2.      DreamSave Savings Groups Mobile Technology (10%)

2.1.    Support and participate in successful rollout of DreamSave mobile app;

2.2.    Provide interpretation services for PCI and DreamStart Labs during field visits;

2.3.    Translate interview guides, protocol, prototypes and project other materials;

2.4.    Plan regular visits to pilot groups and be first point of contact for communities, providing timely support to groups the duration of the pilot project;

2.5.    Organize notes and observations from pilot group visits and transfer back to PCI and DSL;

2.6.    Work with PCI Ethiopia’s IT unit to provide first line of troubleshooting with prototypes.

Job Requirements

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • University degree in Community Development, Social Sciences, or relevant field
  • Postgraduate education in Community Development, Social Sciences, or related field is an added advantage
  • At least 5 years’ experience in community level savings and lending group or VSLA programming, with a focus on gender sensitive, socio-economic programming in a rural context preferred
  • Familiarity of social-economic environment of RIPA Southern cluster (Guji, Borena, Liben and Dawa Zone of Oromia and Somali and South Omo Zone of SNNPR Regions) is an added advantage
  • Proven ability to work alongside Zone or Woreda councils’ officials
  • Proven ability to travel and spend time in rural areas/villages
  • Knowledge and experience with digital technology and digital financial inclusion
