Purpose of the position:

The Woreda DFSA Program Support Coordinator will be responsible to oversee and coordinate the overall implementation of DFSA technical programs at the Woreda. S/he is expected to support the Woreda DFSA Manager in guiding and leading all woreda level relationship and interactions with DFSA partners and stakeholders. S/he is expected to engage actively in overseeing and ensuring integration among the various technical elements of the SPIR DFSA Program.

This position requires good understanding and exposure to the multifaceted and complex nature of SPIR DFSA programming. In addition to program management, S/he will also be responsible for ensuring accurate and timely reporting and strong communication with various stakeholders, especially at the Woreda level. S/he should demonstrate strong leadership qualities and ability to manage and support a diverse staff. The position will be based in Woreda SPIR DFSA office with frequent travel to the operation kebeles within the Woreda.

Job Summary:

The Job Holder will assume responsibility strategic and technical leadership and coordination of the DFSA technical program to be implemented at the Woreda level in close collaboration with PSNP4 stakeholders. S/he also deputizes to the Woreda DFSA manager as deemed necessary.

Major Responsibilities

·         Provide strategic leadership to the technical team to create a collaborative working environment, and facilitating a high performance DFSA operation in the Woreda. Included in this is an expectation of continuous coaching and mentoring to staff for their own development and organizational effectiveness.
·         Support and closely work with the Woreda Manager in Leading the project planning and designing operations at Woreda level and contribute on any project amendment and preparation of detail operational plan.
·         Support and closely work with the Woreda Manager in leading the preparation of annual operation plan as part of the multiyear proposal, facilitate internal appraisal and submit to Woreda signatories for review and compilations.
·         Ensure all Monitoring, Evaluation and Learning (MEL) requirements including MIS, SAVIX, and others are fully met by the technical officers and provide support when necessary.
·         Coordinate and facilitate research, data collection, leaning events, and ensure outputs/findings are used as input in intervention improvement.
·         Follow up and ensure timely and quality submission of quarterly and annual plans and reports to WV donor, government stakeholders and ensure all program reports do comply with quality standards.
·         Facilitate joint monitoring to project sites with program and stakeholders team and

conduct periodic review meetings with staff, PSNP committees and others as it deems applicable.

·         Support the coordination of gathering lessons from projects achievements and learning events and document learning and knowledge management.
·         Be proactive in the timely reply to inquiries, assignments and business communications from donors, partners, WV team, and government.
·         Effective networking and relationship with woreda and Zonal level government sector offices/Bureaus Represent WVE DFSA in relevant government/NGO forums at woreda and zonal level.

Job Requirements

  • Qualification Required: BA/Sc or MA/Sc Degree in Agriculture, Economics, Development Studies, Social Sciences, or other relevant fields.
  • Minimum of 5 years’ experience from which at least 3 years  working with similar senior coordination posts in the major USG assisted grants.
 
Work Experience/: 
  • Strong knowledge and working understanding of PSNP/Title II programs.
  • Demonstrated capacity to lead the technical team with similar scope of work.
  • Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners.
  • Excellent organization and planning skills and ability to resolve problems constructively.
  • Computer literate, with strong knowledge of MS Office applications.
  • Flexibility, persistence, and ability to work well in a multi-sectoral team.
  • Ability to work in a challenging and stressful environment.

Other Skills:

  • Demonstrated coordination and leadership capabilities.
  • Excellent written and oral communication skills in in English, Amharic and Afan Oromo required.

Working Environment / Conditions:

  • Work environment:  Office-based with frequent travel to the field.
  • Travel:  Frequent travel to the project sites/Kebeles is required.
