About OSRA : The OSRA program is five-year USAID-funded project. The goal of the OSRA program is to improve family health outcomes by reinforcing the national family planning and reproductive health (FP/RH) program in partnership with the Ministry of Health and Population (MOHP). The OSRA program will achieve this purpose through the three pivotal results: 1) Women’s and men’s uptake and continuation of voluntary family planning services increased; 2) Youth equipped with knowledge and skills necessary to make healthy life choices; and 3) Gender dynamics improved for enhanced voluntary family planning and reproductive health outcomes. The OSRA program will closely collaborate with different local stakeholders and other Government of Egypt (GOE) entities to attain its results.

Your Impact: Provide purpose of the role :

The Youth Engagement Advisor will work closely with the Positive Youth Development Team Lead (PYD) to provide technical assistance to design, implement and monitor integrated youth FP/RH activities at the health service and community levels. The Youth Engagement Advisor will contribute to the design/ adaptation, implementation and monitoring of age- and life stage tailored youth FP/RH behavior change activities and skills development under the OSRA program. S/he will work with the OSRA S Youth team to developing interventions and innovative approaches that will increase meaningful youth engagement to address youth’s needs and realities and better equip youth for current and future community leadership. The Youth Engagement Advisor will ensure that interventions use best practices to engage youth in the program and provide strategic technical guidance on youth integration to project staff, government officials, and community stakeholders project partners and stakeholders.

Key Responsibilities:

  • Participate in and contribute to activities on issues related to youth development.
  • Contribute to the design of appropriate age- and life stage-tailored youth behavior change activities to reach youth with FP/RH/GBV information and address social norms that present barriers to healthy behaviors and FP use.
  • Supports the PYD Team Lead to ensure that project activities address youth considerations, and that project activities specifically address the needs of diverse youth populations.
  • Provide ongoing technical support to the YPD team lead for the development, implementation, monitoring and evaluation of activities.
  • Provide ongoing technical support to partners and ensures all youth plans and activities are properly implemented and coordinated with other OSRA activities and with government/NGO partners.
  • Support developing action plans for youth-led social accountability approaches.
  • Support with project quarterly and annual reporting, ensuring that updates and progress and related indicators and successes are included in project reports and annual work plans.
  • Demonstrate full understanding of MEL plans in the design of youth activities, and ensure quality data is collected and reported from the field.
  • Supports the development of youth M&E indicators, and work with MEL staff to implement M&E plans, including Collaborating, Learning, and Adapting (CLA) when needed.
  • In collaboration with the PYD Team Lead, contributes to the development of annual work plans and budgets, with attention to youth dimensions of technical activities.
  • Support PYD Team Lead in identifying, analyzing, and presenting new areas of future development for the youth programming results.
  • Support developing appropriate youth resources and tools and coordinates integration of key messages from ongoing campaigns or programs to increase demand among youth populations.
  • Cooperate with different team members the documentation of project successes including quarterly and annual reports, lessons and results of adolescents and youth activities.
  • Supports replication and scaling up of youth activities.
  • In collaboration with PYD Team Lead, establishes and maintains partnerships with adolescents and youth stakeholders.
  • Review implementing partners’ reports, and provide feedback and advice on the youth programming and activities’ development when needed
  • Coordinate with project staff, including managers and technical specialists, to ensure the implementation of the project activities.

What You Bring:

  • Master’s degree or a diploma, in youth and adolescents’ studies, social work, sociology, international development, or other relevant fields.
  • 5 to 7 years of professional work experience in programmatic and technical experience in youth social work and implementation and monitoring of youth programming.

  • Demonstrated experience designing and facilitating capacity strengthening workshops and mentoring.
  • Demonstrated effectiveness in developing and maintaining professional working relationships with government officials, civil society partners, INGOs, and UN agencies.

  • Familiarity with USAID Government-funded programming, rules and regulations is preferred. Familiarity with evidence-based gender transformative approaches targeting adolescents and youth, their families and communities and adapting these approaches to the relevant context(s).
  • Experience in working in/with communities and/or health systems/ institutions with a focus on serving the needs of youth and improve youth responsiveness.
  • Experience working in Egypt and/or the broader MENA region.
