Job Title: Chief of Party

IBTCI is currently seeking a Chief of Party ( South African national or permanent resident holder) to coordinate the USAID/South Africa Monitoring, Evaluation and Learning Project. This activity will provide technical assistance to the USAID/South Africa’s Health Office, implementing partners, local partners and most importantly USAID and the government of South Africa on critical findings of HIV/AIDS programmatic implementation and learning. It is a 5-year project and the position is contingent upon a successful award.
Responsibilities
- Responsible for providing management support and technical oversight of the project;
- Coordinates and collaborates with donor clients, implementing partners, and stakeholders;
- Provide overall leadership and strategic direction for the activity;
- Adhere to USAID, IBTCI and local rules, regulations, and standard operating procedures (including USAID FAR and AIDAR);
- Deliver high-quality outputs in accordance with an agreed-upon work plan and timeframe;
- Manage a staff of senior experts; and
- Manage financial and administrative resources.
Qualifications
- Demonstrated experience working in International Development, Public Health and conducting evaluations in developing countries, particularly in South Africa or Southern Africa;
- At least 15 years of experience of managing and/or implementing complex international development programs and projects funded by USAID (workplan preparation and implementation, logistics, budget preparation and tracking, staffing, reporting and meeting deliverables);
- Strong leadership and management skills;
- Demonstrated skills in effectively negotiating with host governments, regional institutions, donors, including UN agencies and USAID, national governments, local organizations, and other partners and stakeholders;
- Familiarity with managing PEPFAR funding and PEPFAR funded projects is highly desired;
- Experience in capacity-building strategies and approaches;
- Familiarity with USAID’s ADS policy , standards, guidance and protocols;
- Ability to successfully manage and contribute to the professional growth of staff in a multi-cultural setting;
- Technical skills in research and evaluation preferred; and
- Fluency in speaking, reading, and writing English is required.
Education Graduate degree in public health, management, economics, international relations, or other relevant field
Supervisory Responsibility The COP will supervise the technical and administrative stuff under this project.
Travel International travel is required.
