1.General details for the assignment**

Location – Nairobi, Kenya

Duration – May 2017 to December 2019

Start Date – Upon signing the contract

Reports to – SETH management team

2.Project Back ground**

Action Against Hunger together with Hellen Keller International through the support of global Affairs Canada are implementing a Maternal, neonatal and child health and Nutrition project in the western region of Kenya. The project named System Enhancement for Transformative health (SETH) seeks to contribute towards the reduction of Maternal and child mortality.

The project team will work closely with service providers in the health system in five counties to provide them with guidance and support in order to strengthen the health system and ultimately improve quality, availability and access to MNCH services. As SETH is a systems strengthening program, the health system workers at different levels will be in the lead for all decisions and no additional resources will be provided to the health system other than some specific support for ad hoc capacity building when deemed relevant.

SETH will not remain at the level of health and nutrition indicators but will also look at the functioning of the health system at county level. Our teams will work closely with County Health management Team (CHMT) members to identify and address inefficiencies in the way the system is working: communication flow, organization of the daily work, decision-making processes, coordination between CHMT members and the other county actors, etc. This direct support will also consider the way the CHMT works with sub-counties, and the way sub-counties work with facilities, to analyse and improve cooperation between the various levels of the county health system. In order to provide such support to CHMT members, the SETH team will need to develop coaching and facilitation skills. They aim at strengthening the managerial and leadership skills of the county teams, so need to develop theirs first.

3.Scope and Objective of the consultancy:**

A company / consultants is sought that will be responsible for building the capacity of the project team to enable them to adequately provide coaching and support to County health teams during the life of the project. It is expected that a follow up be provided after an initial capacity building event.

The SETH team is composed of five (5) field officers, each based in Bungoma, Busia, Kakamega, West Pokot and TransNzoia who will be the primary target of the consultancy and capacity building. The team is also composed of three national coordinators, based in Nairobi, who will need to be trained, during the initial phase, so they can develop their capacity in coaching too and provide adequate support to the field officers. The follow up should focus on the projects officers and should also integrate the national coordinators.

4.Location of work**

Most initial activities will be conducted in Nairobi, Kenya. However, the 5 officers that compose the SETH team are based in five different counties in Western Kenya (Bungoma, Trans-Nzoia, Kakamega, West Pokot, Busia), which should be taken into account for the follow up process.

5.Timeframe**

The duration of the project is from May 2017 to December 2019. The consultant will be expected to carry out an initial training for the project team during the first months and conduct follow up sessions with the trainees for a period to be determined between the consultant and the Project management team.

  1. Expected Deliverables of the consultancy
  1. Develop a tailor-made training on coaching skills for the project team of at least 8 people and train the project team on best practices in coaching (deliverable: training report)
  2. Provide follow-up and on job mentorship for the project team (deliverable: follow up report on quarterly or biannual basis)
  3. Provide documentation and ongoing monitoring of the coaching process (deliverable: final report).

7.General Conditions of the consultancy**

  • The company / consultants will be responsible for accommodation of its costs in Nairobi, Kenya.
  • Initial training of the team will take place in Nairobi.
  • The company / consultants will conduct his/her work using his/her own computer equipment.
  • Final payment to the consultant will be dependent on the completion of all deliverables, as well as hand-over notes.
  1. Expected background and Experience of the Consultant
  • Advanced university degree and experience in coaching and leadership
  • A reputable company / consultant with documented experience in conducting Coaching trainings to reputable organizations (references to be provided).
  • Qualified National or expatriate consultant who is fluent in spoken and written English.

The company / consultant must be able to provide follow up and be able to form coaching relationships with the project staff.

9.Intellectual property**

All writings, books, articles, artwork, computer programs, databases, source and object codes, and other material of any nature whatsoever produced in the course of this assignment produced in whole or in part by the consultant in the course of his/her service to ACF shall be considered a work made for hire, or otherwise, and therefore ACF’s property.

  1. Submission of quotes

The quotes should contain the following elements:

  1. Name, address, phone and contact person
  2. Technical Proposal
  1. Coaching approach proposed/
  2. proposed plan for the current project including number of events with the team, number of days required, number of follow up sessions, type of follow up approach.
  1. Deliverables: provide a table with approximate dates of completion of each of the above mentioned deliverables
  2. Provide a list of the consultants who will be involved in the project and a brief bio for each of them
  3. Financial proposal, including daily rates, currency, number of days proposed for each activity, and total costs. Period of validity of the quotation should also be integrated
  4. Date and signature
  5. Three professional references from Organizations where a similar assignment has been conducted.
