Job Summary

Action Against Hunger Kenya Country Office is looking to fill the position of The Information Management Officer who shall be the reference person for all information systems encompassing data collection, collation, management, and analysis as well as related capacity building and support to the County government of Baringo on the implementation and use of those systems. S/he will ensure that appropriate information systems are developed and implemented in line with regional and international agreed upon standards in order to support areas of work related to assessments, monitoring and evaluation, reporting, advocacy and business development.

Purpose

Humanitarian and development operations and programmes rely greatly on data and information management services to better identify, analyze, and visualize the needs of affected population and make evidence based strategic decisions in the design of assistance activities. The position will support in analyzing, documentation and development of Information Management Systems and Practices for the County government of Baringo, in order to optimize their information management regimes. Further to this, the position will directly support various sectors within ACF (Health and Nutrition, WASH, and Food Security and Livelihoods) in terms of improving Information Management practices. This will entail establishing templates, ensuring agreed-upon standards and branding, and ensure the accuracy of all spatial and non-spatial products, and subsequent analysis, is of the highest standard.

Essential Job Duties

  1. Information Management Practice Analysis – 30%

    The incumbent will understand and analyze the Baringo County Information Management Practices. Using Industry Standard Best Practice, s/he shall further identify shortcomings of these practices/processes with a view to suggesting improvements.

  2. Information Management Practice Re-Engineering – 40%

    S/he will use analysis of Information Management Practice to develop an Information Management system for Baringo County. The incumbent will oversee the implementation of the system by developing Information Management Protocols for the County.

  3. Reporting – 20%

    The incumbent will document Information Management Strategies and Protocols developed for Baringo County. S/he will document actions at various County Departments with a view of developing a Standard Operating Procedure (SOP) for further engagements. S/he will also perform iterative improvements to the SOPs.

  4. Other Key Duties – 10%
  • Liaise with Information Management and MEAL staff to build information management relationships for gathering reliable data and using data collection tools at the field level.
  • Assist in the development of an Information Management System based on accepted international standards.
  • Responsible for administration of relevant datasets and/or databases including content, structure, file location, backup system.
  • Facilitate Baringo County to agree upon standards in describing and releasing their data.
  • Develop data collection tools as requested by ACF, Baringo County and other partners under the supervision of the HoD Information Management & MEAL.
  • Contribute to situational analysis, improving quality of service delivery and identifying service gaps at County and organizational level.
  • Assist and support implementation of trainings, meetings, conferences, workshops, and all Information Management activities planned by ACF.
  • Responsible to create infographics, maps, dashboards, reports and all related Information Management products as requested by Baringo County or HoD Information Management & MEAL .
  • Assist in the dissemination of ACF activities in the field such as trainings, meetings, conferences, workshops, and all materials developed by ACF.
  • Support other Information Management & MEAL staff in identifying gaps on data and information relevant to ACF operations.
  • Attend both County and National level meetings, conferences, workshops and humanitarian events related to ACF activities.
  • Any other duties as required.

Required Qualifications

  • Bachelor’s in Computer Science, Computer Engineering, Information Management or related field
  • A minimum of 2 years of progressively responsible experience in databases, mapping, visualization and design with an emphasis on web and mobile technologies
  • Skilled in designing and managing relational databases
  • Skills on developing Information Management & MEAL systems, data collection, data analysis, documentation, data interpretation and reporting will be an added advantage.
  • Experience managing spatial data
  • Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy and tact
  • Facilitation and training skills
  • Fluency in English with good verbal and written communication skills, and ability to communicate and negotiate effectively
  • Strong organizational and planning skills
  • Extensive ICT proficiency with knowledge on MS office and other computer applications
  • Positive attitude and strong analytical, interpersonal and coordination skills
  • Ability to work independently and under tight deadlines, and to multi-task

Desired Qualifications
