Chemonics seeks a distribution and tracking expert to support the ongoing USAID Global Health Supply Chain – Procurement Management System (GHSC-PSM) project in Angola. The project will be the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborates with key international stakeholders to support global health initiatives. The ability to track and trace through health-care systems is essential for accountability within the supply chain, maintenance of chain of custody, and efficiency in recalling undesired products from widespread health facilities. The distribution and tracking expert will determine the viability of potential Logistic Management Information System (LMIS) systems by analyzing functional gaps in the current system and interoperability with existing health system information systems, and will oversee planning, training, and implementation of the new system. Responsibilities include:

  • Prepare general and technical requirements for a distribution and tracking system at CECOMA (central warehouse) with potential for national rollout, reporting, technical, operational, security, performance, regulatory, and training considerations
  • Develop and manage an overall Implementation master plan including GHSC-PSM, the Ministry of Health, and project partner responsibilities; monitor, evaluate, and report progress of distribution and tracking system implementation
  • Plan strategy for rolling out GS1 standards as part of the track and trace system
  • Determine feasibility of using preprinted bar coding GS1-DataMatrix (2D/matrix bar code symbology) in Angola’s medical supply chain Improve security and accountability of Angola’s medical supply chain
  • Determine interoperability with an Logistic Management Information System Digital (eLMIS) rollout and necessary software needed
  • Create standards for using security tape on packaging and distribution and data triangulation to ensure products are reaching intended destination at the intended time of arrival
  • Create and implement a strategic plan for vehicle and staff movement according to distribution plans
  • Create a digital/camera use plan and oversee installation across different levels of the national public supply chain
  • Assess human resources required and provide a gap analysis based on feasibility and requirements accounting for required supervision
  • Oversee development and implementation of LMIS supportive supervision plan at district levels, making iterations as needed
  • Create graphs and reports for the track and trace system for Angolan leadership to take ownership of relevant variables in the distribution system
  • Provide overall technical support and coordination to deployment and user training of the track and trace system in close collaboration with donors, Ministry of Health counterparts, and partners
  • Oversee development of technical manuals, training plans, guidelines, curriculum, and standard operating procedures for the system
  • Support the Ministry of Health to deploy the track and trace system, including budgets for maintaining the system

Qualifications:

  • Bachelor’s degree in a relevant field; advanced degree preferred
  • Minimum five years of relevant experience developing, assessing, and implementing distribution, tracking, or security systems for warehouse and supply chain operations
  • Proven experience in advising public sector warehousing operations required
  • Knowledge of or experience in implementing International Organization for Standardization or GS1 standards preferred
  • Skilled in leading and managing high-performing teams
  • Demonstrated ability to work with cooperating partners in implementing complex programs
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Willingness to travel throughout the regions of Angola if requested
  • Good writing, communication, and interpersonal skills, and ability to communicate effectively in Portuguese and English both verbally and in writing
