Chemonics seeks a logistics management unit (LMU) manager for the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project in Botswana. GHSC-PSM is working to build capacity within the government of Botswana to manage the distribution of essential medicines and supplies, especially antiretroviral (ARV) drugs. The U.S. government is procuring a quantity of a new ARV, dolutegravir (DTG), for distribution throughout Botswana and working to ensure these medicines reach the individuals who need them. More than 200 service delivery points (SDPs), facilities that dispense DTG and other ARVs to individuals, are expected to submit complete and accurate reports and requests for re-supply. The reports are sent to the LMU, a department within the Central Medical Stores (CMS), which enters the data into an electronic database (currently called Supply Chain Manager). The requisition is then sent to the Botswana Couriers and Logistics’ (BC&L’s) call center, which captures orders into Pharma Master ERP and submits them to the LMU to review the reasonableness of orders, and instructs the CMS warehouse (currently operated by BC&L) on the quantity of medicines to send to each facility.

The LMU Manager, in collaboration with the CMS counterpart, will oversee the use of the electronic database, order management, and capacity building in commodity management of staff within the LMU. The LMU manager will also liaise with the Central Medical Stores and the Botswana Ministry of Health and Wellness (MOHW). Responsibilities include:

  • Work with CMS counterpart to manage the LMU on a day-to-day basis, including managing the Supply Chain Manager software and paper-based LMIS and ensuring timely entry of information
  • Build capacity of LMU staff to critically analyze the data in incoming reports and determine how to best respond to requests for re-supply
  • Ensure that instructions to the CMS warehouse on quantities to issue are provided in a timely manner
  • Lead plans to overcome shortcomings identified in the data from incoming district and service delivery point reports and requisitions
  • Supervise the preparation of regular commodity pipeline reports, to be used as a basis for inbound order scheduling and quantification
  • Work closely with the relevant technical units within the Ministry of Health and the CMS customer service unit, to ensure LMU logistics data are regularly used as the basis for commodity replenishment requests
  • Participate in regular reviews of the performance of all logistics systems, including assessment against agreed performance indicators
  • In collaboration with the MOHW, manage the regimen change to DTG
  • Collect and analyze relevant monitoring and evaluation data
  • Participate in MOHW forecasting technical working groups
  • Build capacity of LMU staff in forecasting and supply planning and train the staff in relevant tools

Qualifications:

  • Bachelor’s or master’s degree in pharmacy, clinical laboratory sciences, medical lab technology, or logistics and supply chain management required
  • Experience working with logistics data collection
  • Experience managing staff
  • Excellent organizational and multi-tasking skills
  • Knowledge of USAID rules and regulations preferred
  • Ability to communicate clearly and effectively
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English required
