Background

The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support governments, agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. As such the RMMS is a regional hub aiming to provide: support and coordination, synthesis, analysis and research, information and data management and support to policy development and dialogue.

It hopes to act as an independent entity acting as a catalyst, and where appropriate, as an ‘agent provocateur’ to stimulate forward thinking and policy development in the sector dealing with mixed migration. Its overarching focus and emphasis is on human rights, protection and assistance. Since its inception in 2011, RMMS has developed a strong reputation for collating, analyzing and disseminating mixed migration data.

Currently, the secretariat is a unit co-located with the Danish Refugee Council’s regional office (East Africa and Yemen region) in Nairobi, Kenya which hosts and supports the RMMS. The RMMS core Steering Committee and founding agencies are UNHCR, IOM, DRC, Intersos, the European Union, the Intergovernmental Authority on Development (IGAD) as well as various donors (Swiss government, Norwegian Government). This RMMS is part of a network of RMMS/Mixed Migration entities within DRC and under the aegis of the Global Mixed Migration Secretariat in Geneva (established 2017).

Mixed Migration context

The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people in the form of refugees, asylum seekers, smuggled economic migrants and trafficked persons, are on the move, many face uncertain futures and frequently highly undesirable conditions in their respective journeys. They move within the region and also leave the region in different directions but, at present, only the approximate number of irregular (maritime) migrants leaving the mainland for Yemen are monitored and recorded.

Objectives of the 4Mi

In a fast-changing political and policy environment where there is increased focus on mixed migration patterns, RMMS has implemented, since 2014, the 4Mi data gathering mechanism to ensure an improved data collection and enable an enhanced authoritative analysis of flows in the region. Other 4Mi initiatives around the world have been set up based on the success of the early models of 4Mi and all come under the aegis and shepherding of the new Global Mixed Migration Secretariat (GMMS) in Geneva.

The overall aim is to support an improved knowledge base for policy response and protection response to mixed migration.

The overall objective of 4Mi is to inform research & analysis, policy development and programmatic responses. To increase understanding of realities on ground and protection gaps etc. and through this improve protection of those in mixed migration flows where increasing levels of abuse, neglect, hardship and death face men, women and children caught in mixed migration flows.

The specific objectives of the Project Manager position will be to lead and support the 4Mi programme run out of the RMMS East Africa & Yemen, to establish a continually improved knowledge base for protection response to mixed migration and better inform public policy.

Key Responsibilities

Daily 4Mi operations and staff management

  • To oversee the operations and management of the 4Mi project in the EAY region and outside regions (such as Southern Africa, North Africa and Europe), related to the flows from the Horn and East Africa (primarily flows from Eritrea, Ethiopia and Somalia)
  • Management and daily supervision of the Nairobi-based team of 4Mi staff (currently: 3 administrative officers, 3 ICT officers, 1 senior analyst)
  • Manage, together with the administrative officers, a team of field monitors in different countries using digital technology to survey mixed migration.
  • Monitor and responsibly manage the 4Mi budgets and ensure timely and regular donor reporting.

Analysis and presentation of 4Mi data

  • Lead on improving and revising the 4Mi programme and methodology (including, but not limited to, recruitment of monitors in the field, developing a training manual for monitors, defining geographical position of monitors, respondent selection and survey design) and, ensure the methodology of 4Mi is regularly reviewed with respect to increasing its reliability and voracity.
  • Ensure timely, regular updates of 4Mi data in infographics and mappings on the 4Mi website.
  • Lead a revision process of the 4Mi website
  • To manage and organize data and be adept at analysis and interpretation of data for use in infographics, website presentation as well as text analysis (for electronic and hard copy use)
  • Regular written analysis in short articles and longer research papers based on the data produced by 4Mi is an essential output of the 4Mi team: the project manager is expected to be able to perform well in this regard and manage others in the team also tasked to work in this area.
  • Present 4Mi data and outcomes at international conferences and keep abreast of new developments and ongoing debates on migration data.

Expansion and strategic direction of the 4Mi programme

  • To identify partners, key informants, contacts and other interlocutors critical to the success of this project and establish close working relations with relevant existing mixed migration-related agencies in different countries.
  • Maintaining donor relations with 4Mi donors and expand the donor base for 4Mi East Africa.
  • Expand 4Mi project in EAY region and along major routes out of the region.
  • To advise and work closely with the Global Mixed Migration Secretariat (GMMS) and other regional DRC/RMMS Mixed Migration hubs on implementation of 4Mi to ensure comparability across 4Mi operations globally.
  • Where necessary and as directed by the RMMS EAY Coordinator and in consultation with the Global Specialist Lead on Mixed Migration in the GMMS, assist with development, start-up and implementation of 4Mi projects in other regions.

Reporting Arrangements

The Project Manager will directly report to the Regional Mixed Migration Secretariat Coordinator and guided by the GMMS Global Specialist Lead where the global centre for 4Mi work will reside.

Conditions

Availability: April 2017

Duty station: Kampala, Uganda (Nairobi for Kenyan nationals). The project manager is expected to travel 30-40% of the time.

Contract: One year contract (renewable)

Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the East Africa & Yemen Regional Office or the DRC national staff salary scale, as relevant. This position is rated as A13 on the DRC Expatriate salary scale available at www.drc.dk

Qualifications & Experience

  • A graduate with at least 5-7 years’ experience in an international context (with an NGO, an international organization or a research organization).
  • A well-motivated, organized self-starter who can work independently.
  • Proven track record in team management.
  • Proven record in analysis, survey methodology and design, and written or infographic based end product use of data gathering processes.
  • Strong ability to make rapid assessments and sound judgments with little support.
  • Excellent communication skills and problem solving skills are also very desirable.
  • Skills in terms of reporting and drafting are essential.
  • Experience in migration and ICT may be an advantage but not a requirement.
  • Strong and proven interest in migration
  • He/she must be able to travel a significant period (30-40%) of the time in this role.

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
