We are looking for a highly qualified and independent consultant to Promote Youth Resilience in Southeast Tunisia.

Who are we?

Danish Refugee Council (DRC) is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. Danish Demining Group (DDG) is the branch of DRC that focuses on human security programming. DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions. These go beyond traditional mine action activities to include Armed Violence Reduction (AVR). AVR programming specifically seeks to engage communities in developing durable solutions to local safety and security challenges.

DRC/DDG has been working in the region in Libya and Tunisia since 2011. In 2014, DDG started a project in border towns in southeast Tunisia to address community security and resilience, aiming to improve relationships between communities and security providers and mitigate the risks facing local youth.

With support from the European Commission and Canada, DDG recently entered a new phase of its programming, and is seeking a qualified Interim Field Administrator to support the projects.

About the job

The goal of this consultancy is to support DDG to design an evidence-based theory of change to promote the resilience of youth in the marginalized regions of Ben Guerdane and Dhehiba in southeast Tunisia. This process will build on extensive qualitative research on youth perceptions and experiences of risks in the local context (including dangerous migration, armed criminality, and violent extremism) as well as their perceptions and experiences of resilience. The process will also draw on the results of a series of actor mapping workshops with youth to understand the individuals who influence them towards risky or resilient behaviors. The theory of change workshop will seek to engage both international staff (including the Project Manager and Project Officer) and national staff, who comprise DDG’s field teams and regularly work with local youth. The product of the theory of change workshop will be used to inform current programming as well as the development of future projects. Notably, the theory of change will be delivered back to youth and other key local stakeholders as a framework for a participatory process of designing forthcoming activities to promote the resilience of local youth.

The consultancy will consist of approximately 8 days of work, with the workshop scheduled for 15th and 16th of May 2017 in Zarzis, Tunisia.

Responsibilities

  • Review of existing documentation, including the youth research report, youth actor mapping workshop reports, and field reports from other DDG activities with youth, as well as other external research on the local context [3 days]
  • Design and delivery of a 2-day theory of change workshop with DDG international and national staff to develop a theory of change [2 days
  • Production of a written report detailing DDG’s theory of change to promote the resilience of youth [3 days].

To be successful in this role you must have:

  • At least 5 years of experience in project design and theory of change methodologies
  • At least 5 years of experience working with NGOs on community development, particular expertise on youth programming desirable
  • Demonstrated experience conducting workshops with both national and international staff on theories of change
  • Masters degree in social science, political science, or related field

Ideally, you will also have:

  • English and French – required
  • Arabic – desirable

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
