IT Regional Technical Referent (RTR)-West Africa M/F

MSF OCP has been permanently present in Nigeria-Liberia- Mali- Niger

MAIN RESPONSIBILITIES:

As the primary focal point in his/her area for IT, applying his expertise into field projects and providing strategical technical support to coordination and field teams in the countries in his/her region according to MSF policies, guidelines and procedures in order to support the broader operational objectives of the mission

SPECIFIC OBJECTIVES:

  • At the request of the coordination teams and based on the terms of reference established by its Logistics Coordinators, conducting assessments in the countries of his/her region. Proactively developing and proposing overall field visit schedules and suggesting any relevant changes based on operational needs
  • Liaising with the ICT Program manager in HQ, contributing in defining and improving the policies related to her/his area of specialization by providing feedback based on his/her experiences. Providing recommendations for program as well as broader operational objectives, its implementation or improvement, according to MSF policies, guidelines and procedures (E.g. 3 years investment plan). A focus will be made on IT security protocols.
  • Providing technical support to the Logistics Coordinators in her/his geographic area, when necessary, with help from the Technical Advisor located in the HQ.
  • Active role in the budget preparation with the Logistical coordinator to make sure all the needed components are considered.
  • Monitoring the implementation of the ensuing technical projects related to his/her area of expertise for the countries of his/her region and conducting on at least an annual basis, an analysis of the project components related to her/his speciality. Prioritizing the recommendation to the missions according the ressources.
  • Developing network and knowledge of local actors in his/her geographical area, related to his/her area of expertise (institutions, training centers, suppliers etc., as relevant)
  • At the request of the training managers, contributing to the definition of training content generally related to his/her area of expertise and facilitating the sessions.
  • Take part in the recruitment of the IT officers and on their technical training.
  • Implementing all new policies, procedures, deployment of equipment, etc. regarding his/her area of expertise in the countries of his/her region
  • Drafting visit reports and annual activity reports
  • When requested, participating in emergency operations in her/his geographic area

PROFILE:

Experience:

Ÿ Experience at international NGO field projects is required

Ÿ MSF experience is a plus

Ÿ Significant professional experience (at least 2 years) in her/his specialty area is required

Ÿ Good command of project management and management and training-related knowledge

Education:

Ÿ Essential degree and Specialization on IT

Languages:

Ÿ English and French fluent

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
