World Education, Inc. seeks candidates for a Senior Education Technical Advisor (SETA) based in Egypt for an anticipated multi-year donor-funded Education Program, subject to award. The project aims to support the Ministry of Education and Technical Education’s (MOETE) education reform through the design and adoption of an effective in-service continuous professional development system for educators in the primary cycle. World Education will give special attention to candidates with a successful record of managing education and systems strengthening donor-funded programs.
The Senior Education Technical Advisor will report to the Chief of Party (COP) and will work in close collaboration with project and government stakeholders. The Education Technical Advisor will coordinate all activities related to improving in-service teachers’ professional development, designing a continuous and technology-backed professional support system for teachers, and revamping the teachers’ licensure and certification system at the Ministry of Education and Technical Education (MOETE).
RESPONSIBILITIES
- Provide technical leadership and work closely with COP and DCOP in the implementation and evaluation of in-service, technology-backed teachers’ professional development and support, including teachers’ licensure and certification system;
- Serve as project liaison to MOETE and other stakeholders in educator professional development, licensure, and certification;
- Provide technical leadership to strengthening a system for reviewing, processing, and monitoring credentials for educator certification;
- Be abreast on new knowledge/evidence and international best practices related to education system reform, in-service teacher education, and incentive schemes;
- Maintain knowledge of trends, regulations, policies, and issues affecting teacher professional development and certification programs in Egypt;
- Support and guide the team of technical experts to design the necessary professional development packages, course design, and systemic and institutional reform;
- Provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established research standards to ensure quality and rigorous design;
- Facilitate effective technical partnerships with local education institutions, public and private sector partners, civil society, and other education stakeholders working in Egypt;
- Supervise technical team;
- Contribute to donor reports and dissemination of program activities and results.
QUALIFICATIONS
- A master’s degree in education, social sciences, statistical analysis, international development or any related field. PhD preferred. Ten (10) years of professional experience in education including the successful development and implementation of educational reform and professional development programs for educators at the pre-university level;
- Strong knowledge in international best practices for teacher certification and licensure systems; and specific experience in designing and developing curriculum for teacher training and mentoring programs , ideally having used innovation and technology to support these areas;
- Knowledge of implementing 21st century education in a primary school setting;
- Able to adapt theoretical knowledge and designs in a resource constrained setting;
- Proven experience in mentorship and staff capacity-building;
- Demonstrated knowledge of and experience with USG and GOE-funded programming;
- Demonstrated experience with reporting, preferably for USG funded programs;
- Demonstrated experience of building collaborative partnerships around education with various partners, including NGOs, community groups, government, donors, private sector, etc.;
- Exceptional communication skills (including presentations) in written and spoken Arabic and English required;
- Relevant experience in MENA required; experience in Egypt preferred.
