Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Introduction

ILO and UN Women developed a multi-country programme promoting productive and decent employment opportunities and treatment for women in Egypt, Jordan and Palestine. The programme aims to address the structural causes of inequalities that women face in these countries and hinder women from enjoying equal opportunities for decent work. While these countries have some similarities in terms of legislative frameworks, social and cultural structures, their different patterns of development and economic growth inform their differing progress and gaps related to gender equality. Hence, while this programme seeks to tackle common issues it does so taking into consideration country specificities.

The three countries have been selected based on the ongoing work of both agencies, government commitments towards gender equality, and civil society engagement. Strategies will include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme will work at three levels, macro, micro and meso, reflected in the designed outcomes:

  • Outcome one: Gender responsive labour laws and related policies in place and effective
  • Outcome two: A gender responsive private sector that attracts, retains and promotes women is supported
  • Outcome three: Gender stereotypes about women and men’s responsibilities concerning unpaid care and household work are challenged

Reporting lines:

The incumbent will ensure the day-to-day operational and technical management of the JP in Egypt and will perform his/her duties under the overall guidance and the direct supervision of the ILO Decent Work Team and Country Office Director in Cairo, Egypt and under the technical review of the Joint Programme Manager, based in Amman (Jordan).

Description of Duties

  • Ensure liaison with JP national and regional stakeholders for the successful implementation of the JP work plan and results framework for Egypt;
  • Contribute to the elaboration of the project implementation plan in accordance with the rules and procedures of the ILO, and in collaboration with UN Women Country Office in Cairo;
  • Assist in the detailed planning of project resources and in monitoring of expenditures by the project; prepare budget estimates and expenditure forecasts;
  • Support the implementation of activities and monitor progress against the project work plan; this includes organizing technical meetings, training workshops, field missions and facilitating sub-contracts with implementing partners;
  • Monitor the implementation of project by contractors, consultants and project partners and ensure best use of project resources and adherence to financial rules and regulations;
  • Verify and analyze progress reports, final reports and other data;
  • Contribute to the project progress reports, final reports and other substantive and financial reports as required ensuring clarity, consistency and completeness of the information produced; prepare substantive briefs and reports on topics related to the project, consolidating available data and information;
  • Support ILO’s mandate and duties beyond the confines of the JP, including by liaising and coordinating effectively with other ILO projects;
  • Perform other duties as may be assigned by the direct supervisor.

Required qualifications

Education

First level University degree in economics, gender studies, political science, business administration or related fields, or an equivalent professional experience (Master’s degree is an advantage).

Experience

At least two years’ experience in project management in the socio-economic domain; particular experience on issues related to gender and employment.

Languages

Excellent knowledge of English and good knowledge of Arabic.

Competencies

  • Good knowledge of programme and budget, project formulation,
  • Administration and evaluation techniques and practices.
  • Good knowledge Operations of UN system activities for development.
  • Knowledge of the office’s financial rules and regulations.
  • Knowledge of office-wide activities and priorities.

  • Ability to work on own initiative as well as a member of a team.
