1. Introduction

The Donkey Sanctuary is seeking a Programme Development Consultant to focus on The Sahel (Senegal, Burkina Faso, Mali, Niger, Chad and Sudan).

Overall Remit

A key aspect of The Donkey Sanctuary’s international strategy is to transform the lives of working donkeys and mules in need across the world. These animals operate in rural and urban settings in agriculture, industry and undertaking other community/household activities. In order to deliver on this element, the consultant is required to support internationally focused departments – Global Programmes, Research and Operational Support (ROpS) and Advocacy – to identify programming, partnerships and wider engagement opportunities in The Sahel. The consultant will identify and assess the potential for programmes in partnership with international actors (development, environmental, animal welfare) with a significant amount of time expected to be spent in areas of intended interventions.

2. Evaluation Scope

The Donkey Sanctuary is seeking a Programme Development Consultant to focus on The Sahel (Senegal, Burkina Faso, Mali, Niger, Chad and Sudan). We are looking to gain an in depth understanding of opportunities in the geographic area specified and for the consultant to act as the lead for new programme development, identifying potential partnerships with principally the international development sector, but also potentially with environmental and animal welfare actors.

3. Main Duties and Responsibilities

  1. Act as the lead for new programme development in the geographic area specified, this includes identifying potential partnerships with international development, environmental and animal welfare actors.
  2. Represent The Donkey Sanctuary in scoping work with potential partners bringing in depth international development programming expertise to identify the specifics of potential opportunities within the sector in liaison with Director of Global Programmes.
  3. Take forward opportunities, up to and including project design and negotiation of formal partnership MOUs, as required.
  4. Undertake regular (minimum monthly) reporting to the Global Programmes Director on the context, programming landscape and stakeholders which will include recommendations for The Donkey Sanctuary’s approach in the specific areas.
  5. Undertake regular scoping and coordination visits to the geographic area, also undertake regular visits to The Donkey Sanctuary in Sidmouth to update all key stakeholders (Directors of Global Programmes, Advocacy and ROpS) on progress and to further develop strategy and approach.

6. Outcomes to be delivered

  1. Programme development plan to include donkey and mule needs, opportunities for programming, detailed stakeholder mapping and with a recommended approach after which targets for partnerships and programmes to be met within the period of the consultancy will be agreed.
  2. X number of programmatic partnerships with international actors developed (target to be set following the exercise in Point 6.1). The depth and length of each individual engagement with these partners by the consultant will be determined on a case by case basis, but all nascent partnerships will, at an appropriate point, be handed over to The Donkey Sanctuary permanent team to be delivered upon.
  3. An in-depth engagement strategy to include opportunities for programmatic coordination, advocacy engagement and research opportunities within the wider international development sector to further promote the activities of the organisation and to ensure future reach and concrete opportunities to scale up the work.
  4. A detailed and comprehensive handover of all partnerships, projects, relationships and engagements developed by the consultant at the end of the consultancy.

7. Methodology

This piece of work will be field and desk based, using primary and secondary data through partner plans, reports, findings from previous internal studies and primary data through remote interviews with relevant TDS staff and partner staff in the relevant geographical areas.

An initial two-week inception phase at Sidmouth will be developed. Regular meetings and presentation of draft findings in the UK will be required. The Donkey Sanctuary will provide the evaluator all key documentation (proposals, reports, statistics), with an estimated 3 x 10 day visits to programme areas per country. This would be followed by skype/phone interviews with partner staff and potentially Donkey Sanctuary Global Programmes staff, with up to 2 days per fortnight being spent at The Donkey Sanctuary Main Location in Devon, UK.

A total estimate of 6 months is allocated for this piece of work.

9. Knowledge and Skills

  • Educated to degree level or above (or qualified through relevant experience) with substantial experience at senior leadership level, including undertaking representational duties for an organisation.
  • Extensive experience of working in the international development sector at a senior level with an in depth knowledge of international development actors, funding and coordination mechanisms.
  • Demonstrable track record of successfully growing programmes within an international development organisation
  • Extensive experience in partnership development with international development partners, ideally within the livelihoods sector
  • A track record of strategic decision making, operational planning and strategy implementation.
  • Excellent and demonstrable communication, negotiation and presentation skills
  • Well-developed written and verbal communication skills, with a wide range of audiences
  • Ability to build strong working relationships with internal and external stakeholders and partners in particular international organisations, government agencies, academics and NGOs
  • Fluency in English AND French for applicants for the consultancy in The Sahel region.

Desirable:

  • Expertise and experience in international livelihoods programming
  • Expertise and experience in international animal welfare programming
  • Experience of living and working in the programme area.

Personal Attributes:

  • Demonstrates a high level of personal integrity and a strong focus on personal accountability to deliver effective outcomes;
  • Empathy for the work of the Donkey Sanctuary in the UK and internationally;
