Overview of position

The humanitarian community is preparing for a regional response if the Ebola virus outbreak in DRC spreads to neighboring RBN countries. To support the preparations, our client will be deploying a Project Manager to manage regional inter-agency common logistics services in support of preparedness and response efforts across the Priority 1 Countries, based in Kampala, Uganda. The regional common logistics services can include (i) logistics coordination and information management; (ii) procurement support; (iii) common warehousing and kitting; (iv) air transport (UNHAS); (v) augmented road transport (our client’s fleet); (vi) engineering support; (vii) civil military coordination.
The PM for Regional Common Logistics Services and Staging Area will be based in Kampala but expected to travel frequently to the other three identified high-risk countries Rwanda, Burundi and South Sudan – based on needs and requirements to enhance the aforementioned humanitarian preparedness and response efforts in all four countries — as well as Kenya, for donor liaison and regional coordination purposes.

Role objectives

Project Manager for Regional Common Logistics Services and Staging Area reports to the Regional Logistics Officer, RBN.
The incumbent, in close coordination with the CO management and Logistics EVD Coordinators, humanitarian partners and Ministry of Health in each of the four Priority 1 Countries, will ensure the successful implementation of regional common logistics services by:

  • Understand and apply WFP SOPs and mandate in support of health emergency, key processes for common logistics services, relationship RB-CO-HQ, do’s/don’ts etc.
  • Help define overall strategy for regional EVD response and augmented preparedness in close coordination with the Regional Bureau Logistics Unit, the Regional Ebola Preparedness Coordinator, and EVD Logistics/Preparedness Coordinators across Priority 1 Countries.
  • Ensure availability of the right white stocks, facilities and personnel/expertise are in place for timely regional logistics common services in support of EVD response and augmented preparedness in the region.
  • Ensure SOPs are place, updated and known to all stakeholders across Priority 1 Countries.
  • Ensure timely feedback on SRFs (Service Request Form) of Regional Common Logistics Services to users, applying agreed and transparent prioritization criteria (known to all users).
  • Ensure successful and timely delivery of Regional Common Logistics Services: (i) Scenario 1 (preparedness) and (ii) Scenario 2 and 3 (response).
  • Ensuring clarity between Country and Regional roles and responsibilities in both augmentation of preparedness and response.
  • Credible and ample communication to all stakeholders (MOH and WHO, humanitarian partners, donors across Priority 1 Countries, HQ and RB).
  • Provide CivMil support and coordination within all relevant focal points as needed.
  • Maintain excellent relationships with all stakeholders mentioned above.
  • Ensure fundraising for project continuity and support in funding proposals as needed.
  • Proactive and problem-solving approach toward foreseen bottleneck in coordination with country-level EVD Logistics /Preparedness Coordinators and Regional Bureau colleagues.
  • Ensure regional Information Management needs on common logistics services are met. This includes ensuring the provision of inputs to RBN weekly report on Common Logistics Services activities; support to update CONOPs for EVD preparedness for RBN and Priority 1 Countries; liaison with Logistics focal points both in Nairobi and Priority 1 Countries, to gather information for the production of sitreps, and other periodic updates, ensuring that challenges and concerns relating to the logistics operation are represented.
  • Plan a phase out strategy for project.
  • Perform other tasks as required.

Key competencies

  • Previous work experience in humanitarian and/or logistics-related fields is required.
  • Previous experience in project management is a plus.
  • Logistics experience in the region is a plus.
  • Excellent project management skills, written and verbal communications skills; good analytical skills; proactive; ability to meet deadlines and work under pressure as part of a team; good communication skills; experience using Microsoft Excel, and sound knowledge of Microsoft Windows, MS Word, MS PowerPoint and other related software.
