Organizational Setting
The consultant will be hired under the project UTF/ANG/0061/ANG ‘Census of Agriculture, Livestock and Fisheries’ (CALF), a project funded by the Government of Angola, through WB funds. The project will contribute to better planning, programming, implementing, and follow-up and assess the entire agricultural sector in Angola. Set up an effective mechanism for strengthening the capacity building of national institutions in charge of agricultural statistics technically and operationally, and implement a national system of agricultural statistics and improve the availability of agricultural, forestry and fisheries data.
Reporting Lines
The consultant statistician specialised in data analysis will accomplish the tasks described below under the general operational supervision of the FAO Representative (FAOR) in Angola and of the Chief Technical Specialist (CTS) with the technical guidance of the Regional Office for Africa of FAO, namely the Lead Technical Officer (LTO) and the Statistics Division of FAO at headquarters. He or she will work closely with the National Coordination of the project and with other consultants, experts and managers of the project in order to contribute to the successful implementation of the project.
Technical Focus
The consultant statistician specialised in data analysis will be responsible for the preparation of the methodology for data analysis all over the census operation. He or She Shall travel within the country whenever deem necessary.
Tasks and responsibilities
Project management and technical guidance
- Revise the methodologies and the CALF documentation;
- Assist the review and the choice of the statistical data tables of the central and thematic modules;
- Support the work of analysis and writing reports and other media analysis of the results of the central and thematic modules.
- Assist in the development of the technical report of the RAEP;
- Support the work of development of the leaflet/Brochure on the main final results of the three central modules of the CALF (Base, community and modern);
- Participate in national seminars of presentation of the results of the CALF;
- Prepare a detailed technical report on the complete methodology on the proposed system and training of the national personnel;
- Write and submit an end of Mission Report following the standard formats in use by the organization.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in statistics (level ISE) with specialization in agricultural statistics ;
- At least five years of experience in the analysis of data from surveys and censuses in developing countries;
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two.

Technical/Functional Skills
- Knowledge of FAO or World Bank project management systems is an asset.
- An ability to work in team and excellent management experience are required, as well as the ability to present professional quality reports.
- Ability to use computer software such as MS Office and other project management software and database;
Selection Criteria
- Project management and monitoring experience, and good knowledge of policy, institutional and cross-sector coordination issues;
- At least five years’ experience working with local communities in the agricultural sector in Angola or Central Africa;
- Level and relevance of experience in project and programme development, management and monitoring;
- Demonstrated knowledge of objectives and function of technical programmes as well as of FAO and/or UN operational guidelines and procedures;
- Capacity to manage tasks in a systematic and efficient manner with judgment, analysis, independence and initiative;
- Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs;
- Capacity to communicate clearly both verbally and in writing;
- Working knowledge of Portuguese language will be considered a strong asset.
