FHI 360 seeks qualified candidates for the position Gender and Media Specialist for Fiovana, a USAID-funded nutrition and food security program in Madagascar that is managed by the Adventist Development and Relief Agency (ADRA). FHI 360 is a subrecipient of ADRA on this USAID/Food for Peace (FFP)-funded award. The position is expected to remain over the life of the project (5 years) and will be based in Manakara.
FIOVANA, meaning “change” in Malagasy, aims to achieve sustainable improvement of food and nutrition security and resilience of vulnerable populations in Atsimo Atsinanana and Vatovavy-Fitovinany regions. The program will operate in three interdependent domains of change:
1) Sustained improvement in the health and nutritional status of WRA, adolescent girls, and children under 5 (CU5);
2) HH incomes are sufficient to access food and non-food essentials and build savings; and
3) Enhanced social and ecological risk management.
Social and behavior change (SBC) and local capacity strengthening weave throughout these domains, providing building blocks for sustainable impact.
Two overarching responsibilities of the Gender and Media Specialist will be to support:
- Partners, staff, Government of Madagascar, and communities to improve gender equality and social inclusion within communities.
- A robust media component to the SBC strategy that reinforces key actions, captures testimonies of early adopters and outstanding community members and drives Fiovana community activities towards greater impact.
Key Responsibilities:
The Gender and Media Specialist will primarily be responsible for the following:
- Implementing gender transformative and synchronized activities to create an enabling environment for the project to improve outcomes, such as training of community health workers, civil society, and local NGO staff, social and behavior change activities, and community mobilization.
- Ensuring that each program component is designed to:
- advance gender equality and social inclusion
- eliminate gender disparities and promote gender equality
- promote the rights of girls and women to high-quality health care and full participation in social, economic and civic activities
- advance women and girls’ status, decision-making power, and opportunities; and engage men and boys in health care seeking behavior.
- Designing a participatory media strategy that includes:
- Radio spots that highlight the stories of early adopters
- Coverage of outstanding local leaders, agricultural and health agents, CHWs and local producers.
- Promotion of specific behaviors-linked to the reduction of chronic malnutrition.
- Use of social media as appropriate.
- Working with local partner, Fiantso, to train media stakeholders – in particular, local radios – to disseminate information on the human rights-based development approach.
- Ensuring that the media strategy uses a mix of local radio stations in such a way as to have maximum cost/effectiveness impact.
- Supervising all media consultants to ensure high quality work.
- Collaborating in programmatic and technical aspects of all program components to ensure that media is equitably employed to highlight and promote activities across all project domains.
Minimum Requirements:
- Bachelor’s degree or its international equivalent in relevant technical areas, such as Gender studies, Communication, Rural development, Sociology or Social Sciences.
- At least five (5) years of progressively increasing technical responsibility in relevant technical areas
- Solid understanding of programmatic and technical aspects of gender development strategies and activities.
- Demonstrated understanding of a range of effective media and community approaches.
- Demonstrated facilitation skills.
- Experience with international donor-funded projects.
Preferred Skills and Experience:
- Strong understanding of local cultural practices, gender and media dynamics.
- Knowledge of agricultural, livelihood, and/or food security programming.
- Experience with USAID and Food for Peace (FFP) preferred.
- Relevant computer software skills.
Travel Requirements:
20%-30% in country
