The DRC North Africa regional office is seeking a highly qualified Protection Coordinator with demonstrated experience designing and implementing programming that assists people on the move. The Protection Coordinator will draw from their knowledge of migration trends within and from the African continent, as well as relevant legal frameworks and policies affecting people on the move, to support the organization in creating sustainable links between West, East and North Africa with a routes-based approach that will allow its programming to be adaptive, pro-active, responsive and flexible. The role will support DRC’s efforts to respond to the needs of people involved in mixed migration from their country of origin, throughout their journey, and at their destination.

The Protection Coordinator will be tasked to identify impactful and innovative approaches to migration-related programming that acknowledges and seeks to address the spectrum of issues faced by migrants, while strengthening and harmonizing migration programming and strategy across countries and regions. Fundamental to the responsibilities of the Protection Coordinator is to support DRC in ensuring the rigorous application of rights-based approaches to all migration-related programming. As part of the aforementioned responsibilities, the Protection Coordinator will also play a leading role in regularizing information sharing and learning pertaining to DRC’s migration programming.

Responsibilities:

PROGRAM REVIEW AND TECHNICAL ADVICE

  • Travel to DRC country offices across North, West and East Africa (with an initial emphasis on East Africa) to map and undertake a technical review of existing migration-related programming.
  • From the aforementioned mapping and review, the Protection Coordinator will identify strengths, weaknesses and gaps across programming and develop recommendations for how the organization can better design and implement more cohesive and effective programming which supports the needs of people on the move.
  • As part of the mapping and review exercise, take stock of and assess guidance documents, standard operating procedures and tools used in migration-related programming, identify opportunities for sharing and lesson learning, and make recommendations for improvements and harmonization of key documents and tools as a means to enhance technical rigor and consistency across countries and regions.
  • With information collected from country and regional programs, as well as from colleagues from the Mixed Migration Center (MMC), develop a framework or methodology for undertaking analysis of threats, vulnerabilities and capacity along key migration routes as a means to better understand how risks and needs evolve at certain stages of migration and in specific geographies.

Development of the Routes-Based Strategy

  • Based on visits to offices across North, West and East Africa and in consideration of current programming, identify opportunities for immediate collaboration between countries and regions as a means to enhance and provide more comprehensive responses along all points of key migration routes.
  • Collaborate with DRC’s program teams to further articulate and refine the organization’s routes-based migration strategy, which connects the organization’s programmes across North, West and East Africa, while exploring linkages with the organization’s operations in Europe.
  • Design and initiate a forum or mechanism to enhance coordination and information sharing related to migration programming between country operations and regions.
  • Collaborate with the MMC to inform and draw from their research agenda for the purpose of strengthening DRC’s migration-related programming.

Program Development

  • Identify gaps in DRC’s existing migration-related programming (related to geography, targeting and technical approach) and develop recommendations for addressing such gaps.
  • Support country teams to conduct protection analyses and identify protection risks faced by people on the move along routes, including the causes and impacts of the risks. Based on analyses, support in defining target groups and appropriate responses.
  • Identify opportunities and make recommendations for new cross-border and cross-regional migration programming. This will entail supporting country and regional teams in the design and development of concept notes and project proposals.
  • Gather and share regular context and security analysis, operational challenges, and lessons learned while also regularly integrating this information for both conflict sensitive and adaptive programming

Experience and technical competencies: (include years of experience)

  • Minimum of 5 years of experience in the humanitarian sector with a specialisation in protection and emergency programming
  • Minimum of 3 years of experience working in the context of mixed migration
  • Minimum of 2 year of experience working in Africa responding to humanitarian crises
  • Technical expertise in developing tools for humanitarian agencies to improve the quality of programming
  • Strong facilitation and training skills with diverse audiences
  • Proven experience in coordination of humanitarian actors

Desirable

  • Previous working experience in mobile positions
  • Remote and matrix management experience

Education: (include certificates, licenses etc.)

  • A post-graduate degree in humanitarian and/or development studies, social policy or a related subject
  • Technical training on migration would be considered an advantage

Languages: (indicate fluency level)

  • Fluent written and spoken English
  • Fluency in French or Arabic is a strong advantage

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.
