PRIMARY FUNCTION/PURPOSE:
The Advocacy Consultant at the Uganda PP Global country office facilitates the development of effective advocacy projects on SRHR in Anglophone focus countries and provides technical assistance to partners for the implementation of these projects. ___
KEY ROLES AND RESPONSIBILITIES:
Based at the Uganda PP Global country office, and under the direction of the Country Team Leader, or his/her designate, the Advocacy Consultant will:
1) Project Implementation:
a) Work with the advocacy partner organizations staff in the Anglophone countries to conduct quarterly field supervision and monitoring visits to monitor project implementation.
b) Review Anglophone partner organization program and financial reports, track the implementation of work plans, provide TA and review project reports
c) Prepare project documents; grant award letters (GALs) and other contractual documents in focus countries.
2) In consultation with ARO technical teams, provide technical assistance (TA) to advocacy partners to enable efficient and effective implementation of projects by: –
a) Working with partners to develop project work plans, budgets, and other relevant project documents.
b) Working with partners to develop and implement project monitoring and evaluation (M&E) plans and tools.
c) Monitors programmatic and financial performance of partners through quarterly site visits, review, and analysis of their reports before submission to ARO.
d) Working with partners to identify best practices in project implementation and writes articles and abstracts for review by ARO technical teams.
e) Identifying programmatic, organizational and financial capacity needs and assist in providing capacity strengthening to partners.
f) Writing monthly project reports and disseminates to ARO and HQ.
g) Stays updated on advocacy and service delivery issues relevant to PP Global’s projects.
3) Raise the visibility of PP Global:
Stay updated on advocacy issues relevant to PP Global Africa projects; raise visibility and facilitate a greater understanding of PP Global advocacy work by: –
a) Constantly scanning the social and political environment in advocacy and service delivery for reproductive health and rights in the Anglophone focus countries to inform the implementation of the advocacy strategy.
b) Working with Anglophone partner project staff to identify opportunities and writing articles and abstracts for publication and presentation at national and international conferences on behalf of PP Global and country partner organizations.
c) Representing PP Global at national and regional advocacy forums and work.
d) Collaborating with the communication and country teams to support partners in Anglophone focus countries to document and communicate project achievements, models or approaches.
4) Identify and manage strategic partnerships
Work with PP Global ARO advocacy staff to identify and manage partnerships with strategic allies and like-minded organizations.
a) Facilitates translation of partner documents for technical inputs by various teams in the office and sharing of feedback with the Anglophone partners and reviews translations by consultants to ensure accuracy and consistency with original versions.
b) Work with the advocacy team to identify self-capacity building and networking opportunities to remain updated on the relevant advocacy issues relevant to PP Global projects.
c) Facilitates effective management of communication between partners in Anglophone focus countries, and with colleagues in the regional and country offices, and at HQ.
d) Completes special projects as assigned and required
POSITION SCOPE:
Responsible for independently carrying out unique duties that require advanced knowledge, training, or experience, but that are directly related to regional program support on Advocacy. Recommends changes to improve work systems or procedures. Responsible for ensuring successful completion of activities that directly relate to divisional and regional goals as well as projects.
PROBLEM-SOLVING CAPABILITY:
The Advocacy Consultant must be able to identify the root cause of a problem and be systematic in defining potential solutions. The supervisor may guide in resolving non-routine problems. Must be updated on the contextual issues that are unique to Anglophone Africa. Independent thinking and on-site decision making coupled with the ability to research ideas, background and experience on the issues, and training in specific technical areas such as program Advocacy, sustainability, clinical and financial issues.
FISCAL RESPONSIBILITY:
Responsible for ensuring that assigned project resources are utilized efficiently and effectively.
KNOWLEDGE:
The position requires a thorough understanding of the principles, concepts, and methodology of advocacy and the ability to apply such knowledge in professional settings. Requires in-depth knowledge of the SRHR field, in the field, current activities, and similar areas of interest. Regularly provides professional advice and guidance of a technical nature to facilitate successful project completion.
CONTACTS:
Regularly interacts with other regional staff, Partners, and collaboration with HQ, as appropriate to ensure work is on time and meets performance goals. Divisional policy, work plan, and project needs to determine the nature and frequency of external contacts.
SUPERVISION:
Works directly with project staff and consultants to provide guidance and leadership but does not have direct supervisory responsibility. Oversees the work of assigned projects to ensure they reach their objectives and contribute to PP Global’s strategic plan.
POSITION REQUIREMENTS:
Education: – Master’s Degree, advanced degree, or the related number of years of experience, in public health, international development, sociology or related field required.
Experience: – Three to five years of experience in project planning, implementation, monitoring and evaluation, and working with programs to identify and address training and technical assistance needs, preferably with a reproductive health and rights focus. NGO experience and experience working in multi-sector programs is a necessity.
Skills or Related Knowledge: – Ability to work independently and as a member of a team. Ability to synthesize information and generate persuasive and clear verbal and written communications; strong time management skills and the ability to multitask and meet deadlines with keen attention to detail and follow-through; self-directed; and able to anticipate, prioritize, and manage tasks.
Excellent written and oral English/French communication skills. Must demonstrate good interpersonal and negotiation skills, in addition to the ability to work autonomously, using good decision making and computer skills (word processing, spreadsheet, and statistical analysis applications). Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities, and cultural sensitivity is imperative. Knowledge of reproductive health issues is key.
Fluent verbal and written English language is desirable. Knowledge of French language is an added advantage
OTHER REQUIREMENTS: – Ability to travel a minimum of 35% of the time within and outside the country.
