About the Monitoring, Evaluation and Learning (MEL) Unit:
The MEL unit is one of the units within the Programme Department under the leadership of the Deputy Country Director – Programmes. The main role of the unit is to ensure quality MEL in all Plan Egypt’s programming and to ensure that results from programme work are captured, presented and analyzed in line with Programme and Influence Quality Policy (P&IQ), as well as M&E standards to inform programme design and management. The unit collaborates with Programme Units, and other units in the Programme Department to ensure that the conditions for effective monitoring and evaluation are met at all stages of the project and programme cycles. The unit also ensures that the necessary tools, mechanisms, capacities and conditions are in place to deliver quality MEL across the organization
About the M&E Coordinator Role:
Reporting to Monitoring, evaluation and learning manager, the role of M&E Coordinator is to:
- Support the unit manager in the development of M&E systems, tools and procedures and in the implementation of quality M&E for projects and programmes.
- Contribute to the development and implementation of M&E frameworks at strategic (country) and operational (project) levels.
- Support project design, from situation analysis to design and planning.
- Support the process of needs assessments, baseline studies, mid-term reviews, final evaluations and other research related to programs and projects and ensure dissemination of results with all relevant stakeholders.
- Develop, communicate and implement M&E plans.
- Adapt and tailor M&E methodologies, processes and tools to different target groups and contexts.
- Develop/critically analyse M&E reports and project narrative reports.
- Participate in processing, analyzing and reviewing learnings, findings and outcomes of projects.
- Support relevant Project Owners in reviewing and analyzing case studies, success stories and other learnings collected at the field level and once finalized share them with Plan Egypt relevant teams for learning.
- Identify, articulate and support strategic use of data for programme management and improvement.
- Assess, plan and implement activities to build M&E capacity at different levels, including both Plan staff and partners, in particular on the use of participatory monitoring and evaluation tools.
- Ensure standardization of M&E tools and methodologies across partners.
- Take part in creating a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies.
- Promote and facilitate participation and feedback of communities in Plan Egypt’s M&E activities.
- Assist PUs when necessary with Annual Counting guidelines and data consolidation.
- Support relevant PUs in annual reflections.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
- A University degree in relevant subject.
- Minimum 2-3 years of Monitoring and Evaluation experience preferably with an international organization.
- Experience in planning and facilitating training/workshops.
- Fluent written and spoken English and Arabic language skills required.
- Strong analytical skills and the ability to process large and complex data.
- Demonstrated writing skills (report writing, proposal, and concept paper writing)
- Experience working with children and understanding their special needs.
- Experience with rights based participatory MER approaches.
- Excellent interpersonal communication skills and team work abilities.
- This position requires high computer literacy with a full knowledge of office applications.
- Understanding of and commitment to the promotion of gender equality, child protection and inclusion of the most vulnerable.
- Ability to work under pressure and meet multiple deadlines and targets.
- Involves others in setting and achieving goals.
- Creates strong sense of ownership within one part of the business to different stakeholders.

- Knowledge and understanding of the local context and of interaction with local development actors and communities.
- Ability to distinguish and describe key gender equality and inclusion concepts (including equity, discrimination, exclusion, gender, social norms, root causes and transformation).
- Fundamentals of gender responsive and inclusive M&E (sex-disaggregated and gender sensitive indicators and qualitative indicators on social norm change) to inform programming decisions.
- Apply a range of gender and inclusion analysis tools and conduct high-quality and nuanced gender and inclusion analysis from a child rights perspective.
- Support program managers and staff to design and implement evidence based solutions for gender transformative programs, and to provide monitoring and quality assurance support on the ground.
- Measure progress in gender and inclusion outcomes, analyse gender-relevant data and document the results/changes in social norms and recommendations in reporting on programmes.
- Analyse data and evidence (including research findings) from a gender and inclusion lens.
- Challenges sexual harassment and other forms of gender based violence and confronts both overt and subtle forms of inequality, exclusion and/or discrimination in the workplace and in public
- Promotes equality, including gender equality, inclusion and girls’ empowerment in Plan’s work and in its work with partners.
- Present/speak about gender equality and inclusion with gravitas and passion, and in a manner that people can relate to and understand in their local context.
