Chemonics seeks a chief of party for the anticipated USAID Local Governance Strengthening (LOGOS) activity in Mozambique. LOGOS will support the government of Mozambique in decentralizing governance to improve delivery of public services at the central, provincial, district, and municipal levels. The chief of party, based in Nampula, will lead strategic direction and program implementation. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead overall planning, implementation, monitoring, and management of LOGOS, ensuring that the program achieves expected results
  • Serve as the program’s representative with USAID, host-government institutions, local partners, civil society, and other local stakeholders
  • Provide technical guidance in local governance capacity building
  • Advise stakeholders, including government officials, in local governance sector reform initiatives
  • Foster, maintain, and grow collaborative, productive, and effective relationships with a wide variety of stakeholders and implementing partners

Qualifications:

  • Advanced degree in a relevant discipline preferred
  • Minimum 10 years of demonstrated experience leading and managing complex development programs and multidisciplinary teams, preferably for USAID- or other donor-funded projects
  • Strong understanding of governance, public sector service delivery, public financial management, decentralization, public sector reform, economic development, or other relevant technical sectors
  • Demonstrated ability to establish and maintain collaborative, productive working relationships with local government counterparts, private sector associations, civil society organizations, and other key stakeholders
  • Experience working in Mozambique highly desired
  • Demonstrated leadership, versatility, and integrity
  • Fluency in speaking and writing both English and Portuguese
