Overview of the position:
- In the framework of the blue print action plan, our client & UNHCR aim to improve refugee children’s access to the focal education. This will be done through a team of Education Experts who assess children’s barriers to education & are able to identify solutions to overcome these barriers, including liaising with schools together with refugee families, advocate with municipalities, refer children for additional support (cash or in kind), as well as direct them to the institutions that can provide them the needed documents to enrol.
- Our client in Libya will be using the “education case management’ program to assist the refugee children & their families to address some of the barriers to be able to go to school. This initiative has not been tested in Libya, therefore, given the context & multiple constrains including the limited capacity of the implementing partners, our client aims to have a direct involvement in the program implementation by hiring CTG Education Programme Facilitator’s to coordinate these activities together with the community centre partners, schools, Ministry of Education & other institutions.
Role objective:
The key objective of the Education CTG Program Manager is to ensure that at least 100 refugee children to get enrolled & benefit from the formal education system during the academic year 2020 – 2021. Under the supervision of UNICEF Education Officer, the CTG Program Manager will be responsible for:
- Provide guidance, supervision & program oversight to the education facilitators in their objective to enrol at least 100 refugee children to the education system.
- Coordinate with the Bayti centres teams & address any issues that our clients partners may face in regards to the education case management.
- Analyse the data that is provided by the Education Program Facilitators, provide trends & document the experience.
- Keep our clients education team informed on the weekly basis on the progress of the program & share the analysis, documentation, lessons learnt, etc.
- Keep a clear record of all the children & ensure confidentiality of data & provide regular updates as required to the Education Program Manager as well as our clients education staff.
- Provide reports & updates as required.
Our client will process the payment every 2 months. The payment will be done based on the submission of the below deliverable’s:
- Summary report that consolidate information from the 4 Facilitators.
- Lessons learnt update.
- Analysis of the data.
Project reporting:
- The CTG Program Manager will be required to prepare weekly & adhoc reports are required by the supervisor & our clients Education Officer.
Team management:
- The CTG Program Manger will be supervising 4 Facilitators, 3 based in Tripoli & 1 based in Misrata.
Geographical experience:
- Minimum of 7 year of experience in Africa (essential).
Education:
- University Degree in Law, Education or other relevant field (Master’s Degree preferred but not mandatory).
Experience:
- Experience in working within education institutions such as Ministry of Education or municipalities preferred.
- Experience with the Libyan legal framework for foreign children preferred.
- At least 7 years working with the Ministry of Education & / or other social programs.
Languages:
- The CTG Program Manager is expected to be fluent in Arabic & English (writing & speaking).

The CTG Program Manager will be required to have excellence in the following competencies:

- Problem solving & analytic analysis.
Other relevant information:
- One of the Education Program Facilitators will be based in Misrata. Therefore, the Manager may be requested to visit the Facilitator in Misrata for the supportive supervision & oversight.
