JOB CONTEXT :
Within the Middle East Regional Programme, the Egypt mission has been largely developed on the last 2 years – from 1 to almost 6 projects. All the projects developed are currently targeting disability issues for Egyptian population and are multi annuals ones. The Middle East Regional Programme Framework 2015-2019 aims at continuing developing actions in Egypt in the frame of social, economic and health domains for the PWDs but also to develop actions on migrations and refugees crisis with a broader target on vulnerability. The context evolution with the authorities will also push the mission for more direct intervention with partnership challenges to face.
In Egypt, childhood disabilities constitute a major issue due to the increasing numbers of children with disabilities, the vulnerability of their situation, the complexity of their needs and the cost of services they are entitled to. While Early Detection and Early Intervention are considered as integral parts of the National Health policy as well as the primary health care (PHC), maternal and child health (MCH), family medicine and preventive medicine strategies and programs, EDEI remains to date poorly effective and efficient in Egypt.
In 2014 HI started a Rehabilitation and Early Screening of Children in Upper Egypt (RESCUE) projects. In a length of 2 years, it succeeded in enforcing effective collaboration between governmental and non-governmental actors (health department, the local NGO “Giving without Limit GWLA” and local development associations), in integrating early detection activities within Primary Healthcare Units (PHCU) as well as in creating high quality, affordable and community based early intervention services offered by community based rehabilitation volunteers.
UNICEF approached HI in 2017 with the aim to duplicate HI’s initiative in Upper Egypt in poor areas of Greater Cairo characterized by limited access to health for large proportion of children and additional vulnerability induced by important density of refugee and migrant’s population. A phased approach was defined by HI and UNICEF including a first assessment phase of 3 months and a second phase of a least 9 months to activate EDEI services. This position covers the first 3 months phase of intervention.
The aim of the first phase intervention is to support the PHC partnering with UNICEF as well as key EDEI service providers in greater Cairo to assess existing EDEI service provision, define accessible and functional referral network for EDEI and identify connections with their current activities.
YOUR MISSION:
As EDEI technical project officer, you are responsible, in line with Handicap International technical standards and in close collaboration with UNICEF, to carry out assessment in Greater Cairo/Giza among Primary Health Centers partnering with UNICEF and key EDEI service providers, to identify in a participatory manner current EDEI practices and possible improvement in both service delivery and referrals. Based on the outputs resulting from the assessment, you will review the ED training package developed under previous HI intervention and will deliver first induction training to the PHCs and service providers’ staff identified as part of the EDEI network. This role implies a sound technical mastering of Early Detection Early Intervention because of its technical focus.
Under the direct management of Coordinator of Operations and in strong collaboration with the Regional Technical Unit Coordinator, the position contributes in the successful implementation of quality activities in the field of expertise by:
- Developing all tools and methodologies required under the assignment and capacitating the team for their implementation
- Based on previous intervention, similar HI experience in the field of expertise and the results of the assessment, developing EDEI training package and trainers manual that HI will use in Egypt to expand its intervention in the domain;
- Monitoring the outputs and raising evidences for supporting the definition of the second phase and its funding by UNICEF;
- Coordinating with UNICEF and national authorities of Health and Social development;
- Supporting the review of the phase 2 UNICEF by the coordinator of operations and provide adhoc support for the development of proposal in the field of expertise for other funding opportunities
In this part, your responsibilities are:
- Organize EI key service providers in Greater Cairo and implement EDEI assessment among 11 PHCs and 10 other key service providers in respect of HI standards
- Support the definition of EDEI framework among the targeted organizations
- Develop the technical competencies of the project team and project actors
- Manage the project team and the budget
YOUR PROFILE:
- You hold a degree in advanced degree in rehabilitation and/or advanced degree in public health
- You have a minimum of 3 years’ experience in technical position and project cycle
- You demonstrate proven experience in EDEI intervention, in complex environments as well as in collaboration with national health and rehabilitation actors at all levels (from services to central)
- You have good experience in capacity building & in Partnership management
- You show strong interpersonal and communication skills and special ease at collaborative work, participatory approach
- You have advanced writing et oral capacities in English; Arabic would be an asset
CHARACTERISTICS OF THE POSITION:
The living conditions in Cairo are rather enjoyable with high pollution (desert dust and large road traffic) but also friendly streets and areas to walk and bike, mega polis of 20 Million inhabitants and beating heart of Egypt and the Arab World. Sport, social life and travels around the country are done without problems.
Security requires a special attention due to terrorist attacks targeting police and army mainly but also sometimes religious minorities. Travels limitations exist for Sinai desert and all borders. At last, Egyptians are very welcoming and friendly people.
