Basic Function:

Senior Technical Officer, Systems Development will work directly under  the Technical Advisor, Data Management, Analysis & Knowledge Management to enhance and  support a robust information system for the PEPFAR/Centre for Disease Control (CDC) funded, FHI 360-led Technical Assistance (TA) Project to the Eastern Province Health Office (EPHO).  S/he will work to support the EPHO in designing robust systems to support data reporting and sharing among key stakeholders. He/she will be responsible for supporting field teams using devices and data flow. He/she will support forms and script that allow for the creation and maintenance of an electronic software working as part of a Health Informatics system.

Duties and responsibilities:

Establish and develop custom web-based data collection and reporting system for the project Support EPHO to develop and routinely update all processes, standard operating procedures and documents for software management for the project. Support EPHO create, review & design, solutions and Technical Design Documents (TDD) and engage with end users on requirements and application. Participate in requirements analysis, design, test plan creations and test result verification Provides advise for production environment set up and breaks down large scale projects into manageable chunks. Participate in the full system development lifecycle involving design, implementation, testing, and launching. Support EPHO to ensure that project data captured includes all information required. Perform any other system development and related duties as may be assigned. Ensure documentation and development of systems artifacts Ensure systems development follows CDC’s enterprise project life cycle (EPLC) project management approach Implement data security procedures including development of data management and security SOPs.

Qualifications and requirements:

Bachelor’s degree in Computer Science, Mathematics, Physics, Electrical Engineering, Computer Engineering or similar technical discipline; or, equivalent demonstrable experience with at least 5 years working on actual desktop, web integrated or mobile systems. Successful full life-cycle implementation of a least 2 major software projects. Candidate must demonstrate at least one project prototype. Experience in software development and coding in various languages (C#, .NET, Java, Python etc.) Experience in developing web applications using at least one popular web development framework like Angular, Ruby on rails, Django etc to implement features like dynamic dashboards Possesses full working knowledge of technologies such as UNIX, Oracle, SQL Server and TCP/IP, GIS software like ARCGIS, QGIS, DHIS2 and Dashboard technologies such as PowerBI, Tableau etc. Strong organizational, time management, computer and communication skills, leadership, coaching and team building skills to strengthen and cultivate relationship to help achieve organizational goal. Ability to recognize the sensitivity to individual organizations needs and the impact on services of the introduction of IT solutions. Experience with software development methodology and release processes Excellent knowledge of software and application design and architecture Familiarity with software configuration management tools, defect tracking tools, and peer review Excellent skills in critical thinking and analysis. Excellent organizational and oral/written communication skills.
